sion for three years and which is compos
ed of Rear Admiral W. C. Field, U. S. N.
ro'Jred; Commander Walter F. Worthing
ton, who is in charge of the engineering
experimental station at the Naval Acad
emy, and Civil Engineer A. C. Cunning
ham, who is attached to the bureau of
yards and docks in the Navy Department
and who is recorder ss well as member
of the board.- This board has investigat
ed the various claims of contractors, and
has savsd much expense for the govern
ment and the contractors in settling dis-

the Navy Department would never reach

claims, which became complicated by ill
sorts of assertions and by the multiplicity
