C April 20. The war department continue to receive appeal for relief from person who live in the immediate vicinity of the coast forts. They complain that the peace and quiet of their habitations are disturbed, and that the shock or jar that attends the firing of the big guns contributed to th discomfort of th neighbor of the coast defense works. me war department always taxe these complaints under advisement and submits them to the artillery officer locally inter ested. In every case it has been shown that the complaint have come from people who have taken advantage of the bargain offered in real estate located close upon coast forts. They get th land cheap because it is within the zone of sen sation, so to speak, of the big guns when they are fired.
