In th first place, when a sufficient petition is presented, the board is re quired, under the law, to submit the pre position of "bonds or no bonds," to a vote of th (lector of th district, and make an order and give notice of the time and place of election. By this it will be seen the school board has no discretion in the matter, and when it is known that not on director signed the petition, they should not be held even Indirectly Yespon sible. In fact, from th Informal talk among th member when the petition wa considered, I am justified in saying that but one member expressed himself a favorable to an additional increase of our bonded indebtedness, and I have -since heard him express himself as not favoring the bonds. So much for the board. Th proposed-increase of the bonded in debtedness of th district at this time, for th purposes named is unnecessary and unwise, for the reasons, (a) Under present contracts, and by th commencement of next year' school, we will have complet ed and furnished, with present resources, four additional school rooms, (all of th first floor,) in the new brick north of the railroad track, (b) , This will give u sufficient room for district school purposes for the next five years, (c) By that time, if district resource are properly financed, th four upper room of this building can be completed and furnished without any additional indebtedness - or Increase of taxation, (d) If this bonded Indebted ness is contracted, both the debt and in terest will cost th district, computing compound Interest, exchange etc., about $16,000. (e) W would pay interest for five years to finish property" we would not ase and need never go in debt for. (f ) Neither the indebtedness, or the money it would be created for, is necessary to pro mot the efficiency of the schools, (g) That no good reason exist for any ad dition to th bonded indebtedness of the district (h) That our present bonded in debtedness is too much and should be re duced, (i) That it would be wise to make it possible for th present board to see its way clear to raise the teaching standard, if that will do it, by increasing teacher' salaries. Th foregoing I a statement of my personal convictions, and th other mem ber can "(peak for themselves." 1 hope th proposition to bond th district will be voted down. Respectfully submitted, . $ .
