UtMWUWH an effect upon the vote today. Many did not vote on account of the weather. This 4now at this time is baing received with delight by the farmers and fruit growers. It simply means another thorough irrigation and the temperature is such as to keep the fruit buds back.' Now that the city election is over, the voters will be able to devote more of their time to the discussion of the county can didates. The list will be largor. but it is doubtful if the interest will be any more intense. After the primary election, comes the real election in June, and then a much needed rest. TWO CNT TARE POPULAR Agitation for a two-cent railroad fare has spread rapidly over the states since the passage of the Ohio law arid the vol untary reduction made by President Mel len of the1 New Haven road. Railroad officials of the east and west, according to advices received by the pas longer traf fic associations from various cities, admit that the 2-cent fare ie bound, sooner or later, to become universal and they are only hoping the day of its' general adop tion will be delayed as long as possible. The abolition of the passes and the be lief that two cents is enough for most of the railroads east of the Mississippi in densely populated districts to charge are the two strongest influences in tlie propa gation of the movement. Many railroad officials themselves believe they must offer the lower fare in order to meet the competition that is developing. 'from the spread of interurban electric linos all over the country. The action of the railroads on the mileage book question is another thing that is operating to "increase the de mand for a two-cent fare. In New York, fully a dozen bills have been introduced Into the legislature look ing to the enforcement of a two cent fare. One bill provides for a 1 V-cent fare. In Massachusetts, Connecticut and Rhode Island the legislatures probably will take no action on account of the action 'of President Mellen. Gov. Hanlyof Indiana is determined that the next legislature, whe -her it be a regular or a special sess ion, shall enact a two-cent fare bill into law. Candidates throughout the state for representative and senator are herg pledged on the question in advance.1 The state of Iowa is also moving rapid ly toward two-cent fare action. There is also a bill in that state asking for the abolition of passes to candidates for office, delegates to conventions and members of political committees. t .' La ATTOR Er CAKE'S I believe the public service corporation should ba subject to governmental regu lation and control. The power of regu lation should be vested in the Interstate Commerce Cjinmistion, and should be exercised with due regird to the respec tive rights of tie paopla and the corpor ation. ' Trusts or combinations of capital or ganized for the purpose of controlling the utilities and necessities of the country, to the exclusion of legitimate competition, are contrary to public policy:' in deroga tion to the right of the people, and should com under the ban of the law. I believe in preserving the dignity of our American citizenship and the freedom of the laboring classes r,f this country, and hence 1 am opposed co the admission of the collie labor of China, and the un desirable Classes of the ' Continental Europe. The growing commerce of Oregon de mands the deepening of the bar of . th Columbia River, the construction of the Dalles-Celilo Canal; the opening of the upper Columbia, the improvement of Coos Bay, Tillamook and Yaquina harbors; the dredging of the Williamette and the Gov ernment ownership of the Locks at Ore gon City and federal appropriations should be made securing these improvements. A tariff should be maintained for the protection of American industries and American labor. Where, however, the necessity for protection is removed by the growth and development of a parti cular industry, the tariff should be modi fied to meet the changed condition. , The reclamation of the arid lands is one of th pressing needs of the Northwest. and a condition to its greater develop ment, and the efficiency of the reclame tion service should be one of the first cares of the Federal Government Th Federal Constitution should be amended to provide for the election of United States Senators by direct vote of the people.
