' Granting that the springs have a flow of 150,000 gallons of water a day it is till insufficient for La Grande. The most feasible and and des, rable water supply for La Grande is Beaver creek, from which, through an 8 inch pipe, a discharge of 800,000 gallons a day can be obtained for about $60,000.00, the interest on which will not amount to as much as you pay for fuel to run your pumps. it is endeavored by every means to make the people believe that our con sumption is only about 60.000, to 70.000 gallons a day, claiming that the pumps, represented by there makers to throw 800000, gallons a day. will only throw 25 of their tested capacity, and that they are only run 8 hours a day. The city's bills for pumping show dif ferent, else you are paying for more pumping than you get, and the actual measurements on the resrvoir (which by the way were not denied) show that we are using about what the pumps should be throwing. , I could abuse the water superintendent as well as he could me, but abuse isn't argument, and accomplishes nothing. RrHw.tfiillv :, . .. . Clyde R. Seitz, C. E. GOOD WATER A NECESSITY ' Editor Observor: - .. I desire to reply to the "Another Water Article" signed by Clyde R. Seitz. 1 can't believe and do not believe that any other person who visited . these springs during the last -summer agrees with Mr. Seitz. I visited these, springs last September, just at the time , the power house was on the Mill Canyon road, I measured the flow with a Ave gallon can. At the Falk spring, it took six seconds to fill the same. I am sat isfied that H. C. Oilman's statements re garding the flow of this spring is correct, besides the water is clear, cold and wholesome and a regular health producer. Besides there is the city council,- tax payers and successful business men,' and credit is due them that they investigated the springs, certainly without selfish' mo t'ves except that they wanted pure drink ing water themselves as well as the rest of the people, besides it is a self paying business. I believe four-fifths- of the votes will be cast in favor of bonds to to get pure spring water. I here is no danger that the council will throw the monsy away. If the council can't buy t iese springs at a reasonable figure they don't have too. I can only eee at present three parties who are benefited by poor water, the doctors, the drugstores and the undertakers, and they are too fair minded to see their neighbors killed off. Ail ncn people claim that health is above money, and the poor man has nothing but his health, and we all know that pure air, water and food are the great features to health, There is an other business that loses by really good water, that is the brewery, because peo pie drink less beer. . But we need not worry about him, he is too broad minded. i. L. Mars, WATER LITIGATION. y ' Editor Observor: -' omc3 ma water question has arisen there seems to be current a report that litigation once arose wherein what is known as "Old Town" won out in the title to Mill Creek, and I have been asked a number of times as to its correctness. There never was such suits in the courts. In 188;) Curtis brought suit airninsfc ha Granda Water Co. (composed of the McCannei's) as to the latter's right to di vert about all of said stream, but the latter won in both the Circuit and Su preme courts. See 20 Oregon Report P. SO. C. H. Finn.
