Murehison. nroprietr I 1 : PROBLEMS To the citizen of La Grande, by eourt iy of tha Observer; -A few fact in regard to tha honrinH debt of our city for the water system. in i oaa there was issued by a vote of tha taxpayers, a bond issue of 120.000 ,0-2 year bond for tha purpo of I """"""a wir eytiam .tor L4, Grande. In 1892. aftar and stti mates made, tha taxpayers were aaked to vote additional bond of $30,000 6 10-20 year bonds which they did, thu creating a bonded debt of $50,000 BJ bonds. It is now desired to nfnnri this bonded debt ac a lower rate and the taxpayer will be given an opportunity to voU at tha election March 12 bond for refunding the above debt If rtrunaed at a 6 ; rate it will be a saving of $600 per year in interest alone.. ; Our watar system was put m operation u4 MHtjfMU im4 at an expense of $80,- 000. - " the past two year there ha been almott S mile of additional pip laid in in ubsbrvir or recent data It wa stated the amount of water consumed by . .. - ww,,m,vw if j the citizens connected with the city mains Uf a.lim.,.J L... it. . was estimated by the water UDerintend nt to b abopt 62.000 eallons each 24 hour and suggested thst a teat be made in order that wt may know (he exact mount of water consumed aach 24 hour. ,., I do Dot think a test made at this tlm of the year would be a fair reoresentatlon or give any idea of the correct amount of watar consumed. My idea or the correct solution of this matter 1 to tak into consideration the annual expense for pumping of the watei uppiy for on year. mat . '. . a tot instance ma cost of tha man employed to do the pumping only together With wood and coal in tha year 1905 f ot the city $4389 and this amount doe not msiud the salary of Mr. Oilman If wt us only 62.000 gallons per day th cost per thousand gallon would be a fraction over 19 cents, - If wt gse 800,000 gallon per dav tha cost per thousand gallons would be about 4 cant and this last amount is near tha amount of water used on an averaoa dnr. ing the whole year and about what I think I th average cost Our pumps hav a tasted capacity of 1,000.000 gallons each 24 hour, an act ual working capacity of 800,000 gallon tach 24 hour. The running of th pump to their capacity of 800,000 would pump Into th reservoir every hour (3,883 gallons and from these figures alone any one can tte that th average consumption of water it nearer 800,000 gallons per eaotl 24 hours than It it 62, 000 gallons ch 84 hour. Some may ay whtr do I get my figure for total expense a given. Go to the city record er's office and the book Will show my figure r oorrect as to the expense of running the city pumoe.- Now a word about the springs that the taxpayers are ikd to vote $12,000 in bond to buy and pip to th city. W pant $700 last year developing these springs and according to estimates made by it W. Cummings last summer, they discharge about 50,000 gallons of water eacn Z4 hour. If w pipe thi tpring water to the reservoir and there mix A with 4 or 6 timet at much of the water we are now using, what will we have gained? The spring water it food w will admit and w would all like to have It providing trier was sufficient water to supply the cuy, oui wnen it would not sudoIv over one fifth the amount used. I it wis to spend th taxpayers money to secure it? I say not i - If La u rand grows, and we expect and hope it will, in the next ten year, we will have to secure a purer water tnnnl. but let us go at it in earnest and develop a supply that will be sufficient for our future need. In my Judgment money ex pended in developing and piping the Folk spring to th" city reservoir would be money wasted. The railroad company alone uses near 100.000 gallons ech 24 hours. Thanking th Obsirvir for their inter est in thi matter and fweourtisie shown m. I remain. Respectfully, ' ' ' j - ' ' J.
