He vnr Hh ORAND JURY'S REPORT The Observer believes in suggesiton made by the Union county grand jury that this county give more practical heed to the importance of ' better common roads in this county; and that as practical assistance in that line, the county pur chase some rock crushers and road rollers. Each business man - and farmer by a little figuring on everyday facts can demonstrate that the want of better common roads in this county, while a great inconvenience and heavy' expense to and upon the people within our border it also keep out immigrants. A look beyond our own border will satisfy any one who will take the trouble to take it. that no advertisement of the natural ad vantages this county possesses will attract immigration equal to a disposition manifested by the present population to construct and have good road. ' " ' Men in seeking locations in a county which has been settled as long as Union county, pay as much attention to the character of the people that are to be their future neighbors, for energy and public spirit as they do to the soil and climate, and hesitate to move their fami lies among a population .that seems to take little interest in public improve ments. It is an unpleasant concession to make but a fact borne out by statistic that population is coming to Oregon more slowly than to our neighboring states. though as for soil and climate Oregon is the peer of any of the newer states. A comparison between Oregon and Wash ington should set our people to thinking, The state of Washington has an area of land surface of 66,880 square miles and in 1870 had a population of 23,956, and in 1900 there were 618,103 In that state. In 1870 Washington had .'4 of a person to the square mile and in 1900 there were 7.7 persons to the square mile, a gain in population to the square mile of 7.3 persons in the thirty years. Oregon had a land surface of 94,660 square miles in 1870 and then had 1 person to the square mile, -and in 1900 there were 4.4 persons to the square mile and in all .413.526 people, a gain of 3.4 per square mile in thirty, year. In 1 870 the density of population in the whole of the United States was 13.3 persons to the square mile and in 1900 it was 25.6 a gain per square mile of 1 2.3 persons in the thirty years. Oregon is not keeping step. It is time to wake up. La Grande is today building the foun dation for her future growth. We have opportunities that are now before ue that may not always exist. We need more payrolls and by going out after them, they can be had. There are certain in dustries that can be' developed on a very large scale which will give .employment to one or two hundred or three hundred men. We have raw material and every thing east of us is our market We refer to a large sash and door factory. La Grande could secure such an industry if w took the proper steps to secure it IHI PRIMARY IAW There seems to be a disposition on the part of some Republicans to circumvent if possible, the primary election law.
