Officers say the, reports of dissatisfaction are much exaggerated but a.dmit that the seamen have expressed their disapproval "of Captain Mulligan's Orders. The men say that while the ship Was at Pjchbilique ' the mess-officers ordered them to go ashore to help load 4oal. They were afterward ordered to prepare their meal while in a dirty con dition. When Mulligan ordered the boat - races, the men refused to pull at the oars. There are also other grievances. The men wilt present their tase to ; Admiral Goodrich. The rate bill passed this morning by a vote of 346 to?. Those who voted, against it were Mo Call and Weeks of Massachussets, Little field of Maine. Perkins, Vreel and South ward of New York. The Hepburn's rate bill as far as poss ible complies specifically with the Presi dent's recommendations to give the in'erstate Commerce Commission author ity to amend rates when, the complaint that they are unreasonable has been made by shippers. The Commission has power tt name a just and reasonable rate that will be fairly remunerative as a maximum; The bill goes into effect within 50 days after announcement is made by the com-' mission or courts. After it finally goes' into effect it isv to remain to for three years, although courts can always set this rate aside. ' - . - -" The words railroad" and "transporta t on" are so defined as to include all aux iliary instruments bf common carriers within the jurisdiction of the commission. Publicity of railroad methods is planned by a system of bookkeeping prescribed by the commission. The commission il increased to seven members with a sal ary of $10,000 each a year. Karami. charged with assault with a dangerous weapon. His trial is set for torn morrow. The court has been occupied today with the case of R. W. Deal vs. T. D. Taylor. Hunt, a civil case wherei.t the company brought suit for the price of a cable. Counter bills were filed by Hunt and he was awarded a judgment wh ch was equivalent to him of $287.05. The committee says.iamilton also received $700,000 for his own use. The committee recommended that suits be instituted to recover $75,000 sent Hamilton to pay axes, but; authorizing him to use it for other purposes.' One hundred, twenty-five thousand dollars were remitted .Hamilton upon McCall's order from the Paris office.
