Main 57 CONTRABAND OF WAR . . . t Owing to the possible condition the foreign trade of the United States is liable, at any time, to be placed in by 'a war between any two or more of the nations that now furnish the ships that do the carrying for us of things we sell to or purchase from people living beyond the seas, the question of what is or may be considered contraband of war may arise The term contraband of war is general ly accepted by writers on internationa j law as meaning, "goods which neutrals may not oarry in time of war to either of the belligerent nations without subject ing themselves to the loss of the goods." Provisions may be contraband of war and generally all articles calculated to be of irect use in aiding the belligerent powers to carry on me war; ana ir the use is doubtful, the mere fact of a destination to country at war render the goods con traband. The power making the capture, by its own court of admirality, passes upon the question as to whether paptured goods are contraband, and not the power whose citizjns have had goods captured. Should two ship owning nations like France and Germany go to war with each other the result will be to stop all exports of bread stuffs from the United States to either, as we have nothing like enough of our own to carry off our pro ducts and what we put aboard our own or European neutral nations ships would not be allbwed to land contraband articles, !......................... ..........................
