When Oregon adopted the present etata
constitution, preparatory' to becoming a
tut on Sept 8th. 1857 in paragraph
two of articl ight it wa declared that:

the five per centum of th net proceeds
of the tales the public lands, to which
this state shall become entitled on her
admission into the union (if congress shall
consent to such appropriation of the two
grantt last mentioned) thall be set a Dart
at a separate and irreducible fund to be
called th common school fund, th
intrst of which together with all other
revenue derived from th tchool land
mntiond in thi section, thall be x
clutivtly applied to the tupport and main
tainenc of th common school in each
district, and the purchas of suitable
libraries therefor." "

did not consent to the 600.000 acres and
five pr cent on tales of public land
going to the tchool fund but to th. W.r-
nal improvement fund, but the 16th. and
56th. sections did.
