It It a direct vote system. COMPULSORY REFERENDUM AND OPTIONAL REFERENDUM This referendum system is composed of two parts, the Compulsory Referen dum and the Optional Referendum. The more Important measures, sacb u the Issuance of state bonds, must be submitted to a ballot of the Totets before bonds can be leaned . The sys tsm, therefore. Is the oompalsory referendum. -All the less Important measures except those immediately neeewary are tubjoct to the optional referendum. Under this eastern the measures lie before the voters for ninety days after the adjonrnment of the legislature! and daring this time If a small proportion of the voters (five per cent in Oregon and In Booth Dakota) request in writing that one or mora of the bills shall be put to a ballot of (heir fellaw citizens the re quest is complied with, but all the other bills become law at the expire tiooof th 1 ninety days. This is the optional referendum, as we have said. The voters have the option of referring a bill to a direct vote The mero ex istence of this option in the people to veto bad laws la effective, just as the mere presence of a polioeman keeps oat the toughs. Only ths elose ques tions go to a vole of the people. It Is absolutely essential that yod bear In mind this dltferenoe between the optional referendum and the com -palsory system, for it is the optional referendum that Is being asked for in this country and not the compulsory system. It la Impraotable to refor all the lawa to the people, but the option al system ia thoroughly practicable, (or scarcely a bill is put to a direct vote. OBJECTIONS ANSWERED Every objection that Is raited egalnst the referendum Is directed at the com pulsory form of the eystera and no one it asking for that tystem. In other words, the opponents of the ret erendum pat up a man of etraw and then knock him over. We have described the optional rof- ereudum and the compulsory referen dum, which Is the eye torn through which the voters' veto power is operat ed. Wo have yet to describe the Direct Initiative, which It in praotioal operation In Oregon. It exists in Oregon, South Dakota and in several olties, which we shall mention, and It exists, a'so, lo Switzerland. In U'ah and Illinois the people have voted to - es- tabliah the tystem, bnt the party machines in power in the legislatures have refuaed to carry oat the people's Instractiont. In Montana the voters have forced the party maohlnea to submit a eonetitational amendment, ana me vote in the legislature waa unanimous.
