AN OPEN RIVER I Since the first American set tler built their log cabins in Ofegon,over sixty years ago, and tegan to gatb r about their new homes the necessaries of life and plan for some of its comforts, it hai been the dream of our people to overcome the . obstructions from falls , cascades rook reefi, and narrows (dalles) in our great rivers, so that their ' waters bearing freight and pas- ...... i. . - .- - 1 - the sea " The sixty odd feet -of prpeudicular plunge of the Willamette river at Oregon City was first overcome by the labor and ingenuity of man in the construction of a boat way around the roaring cataract, so constructed that the dashing waters, that for centuries had defied man's dominion, were converted into an obedient ser vant and made to lilt great steam boats thronged with people and ladened wilh freight and place them safely in the quia flowing river above the precipice; and at mans bidding take a return boat with its human freight and tons of merchandise and let it down the ten fathoms so gently that no jar disturbs a 'sleeping babe or causes a thrill of appre hension in the bosom of 1 its watching mother. . Then the cascades of the Columbia were overcome by similar contrivances and steam ers ply between Portland and the foot-of the rocky trough through which the second river in size on the continent, is lilt ed on edge by the grip of black walls of basallio rock hundreds of feet high on either side, and in its passage through the dark - chasm is torn into frothy frag ments by great unyielding boul ders, that iret but cannot pre vent its ouward flaw.
