HEAD OFF ROOSEVELT institutions show a decrease of 34 per cent from 1901 The striking decrease in liabilities from the previous year is in the item of loan and trait companies, which are less than one sixth of 1903.' Considered in the aggre gate, the record affords occasion for congratulation. The report of tbe comptroller of the cur rency for 1904 ahows that there were 5,331 national banks and 9,519 other bsnks making a tot al of 14,850, of which .only 96 suspended. According s it ap pears that the morality for bank ing institutions in 1904 was only aixty four hundreth of one per cent. This is certainly a good showing." ' That there is a small but de termined factioo in tbe Repab-1 lican party that is opposed to j the President is manifest to all who keep posted on passing! events.' This opposition is cot tbe outgrowth of any theory that is antagonistic to the declared principles of the KepubiiuuV party, but so far as can be pred icated upon any acts or utter ances of the opposition, is be cause the 'opposing ' faction' is filled with a dread, that the carrying out of tbe doctrines enunciated in tbe National plat form will, in some manner curb their individual power as local bosses or militate against the pecuniary interests of some,, of their political adherents. ; ' -, The "plan uon" which this faction now seems to be working with a concert of action in con gress ana in several s'ates, is to diminish the popularity of the President with the people by obstructing administration measures by raising technical objections thereto, and thus wear out the patience of the people. When Roosevelt enunciated in his message that he favored a spetdy passage of a law in creasing the powers of the Inter state Commerce Commission bo that it could restrain transporta tion companies doing interstate business from charging unrea sonably high rates or discrimin ate against some classes of freight or localities or classes of persons and in favor of others, so strong and pronounced was" the 'popular demand for legislation giving the commission that power, the hostile faction is now using every art ".that interested . ingenuity can devise to procrastinate action in congress and postpone final action on the bill granting that power until nexf congress. , If the President can' be thus' bead ed off, the fac will be used as an argument to show that the Pres ident is not as powerful as the people believe him to be.
