ing, they were powerless to pre
vent them; however, strong their
suspicions. may. have been that

with indifference upon the per
petrators of the most outrageous
frauds upon the general gov
ernment; or in other ords,
that public, opinions ia. Oregon

the good name " of Oregon, too
many facets that, can be cited of

cause they had no legal medium
through which to operate. In
other words'they have ' no legal
right to become inspectors , of

be held responsible for the
