The constituent parts of parliament are the sovereign, the Iloueo of Lords, and the House of Commons. The English sovereign is vested with the whole executive power of tho empire; the crown is also the fountain of justice, (r m whence the whole judicial authority flows. The sovereign is also iuvesled with the char acter of representation of the majesty of state. His share iu the leUltiture includes t'lf sum moning, prorogeing aud dissolv ing of parliament. iVrliument can only assemble by uct of the sovereign, but by acts of parlia ment no period excoeding three years must intervene between the dissolution of one congress and the summoning of another. After a bill is passed it must re ceive the royal assent tc become a law. Membership iu ibe House of Lords is hereditary; those of the House of Commons are elected by the voters. There is no country or people on earth but what aredirectly or indirectly interested "in wltai the English parliuniont does. The parliament that opens to day bids fuir to be one of more than ordinary interest not only, to tbe British Empire but to the whole world. Since the English parliament dissolved last June great political changes ha' e taken place in the United King dom; the cabiuel has been en tirely reconstructed; a great ois cussiun of the tariff has taken place with the result that the old party lines have beon obli' eruled.
