Otte said he hopes Ji- nez is the first among many volunteers from the high school to sit on the council. “It’s a win-win. There is no down side to it,” Otte said. “I think it’s good that we’re providing another channel for the school dis- trict to get information out. For the students, it be- comes a learning experi- ence, forcing them to come, talk and vote.” The idea came to Mt. Angel from the tiny east- ern Oregon town of Elgin. Otte met the town’s mayor at a conference and learned about its long- running tradition of in- cluding a student on the council. He immediately initiated a similar pro- gram here, working with Kennedy High School Principal Sean Aker to se- lect Jinez. “In the future, though, we’ll ask students to apply in the spring and come to the council to so we can make a decision,” Otte said. The individual will be appointed by the City Council in January 2017 and serve a term of three years. As school-city liaison, he also attends monthly school board meetings. In fact, Monday’s city council session was Ji- nez’s fourth meeting of the day. If that sounds hectic, he admits that it is, but he has a healthy solu- tion for de-stressing that involves moving his feet — a lot. He’s a dedicated run- ner, competing in cross- country and track, and he’s been known to put in 60 miles of training in a single week. He placed 12th in the state in the 800- meter race last spring, but he loves longer dis- tances — such as the 5K — even more. Often he’ll train with friends, but he can also be seen running alone, using the miles to think through his day and plan for the next one. Station, the club where he used to play music. OBITUARIES Joyce Ann Kelly Nov. 30, 1941 — Dec. 5, 2016 Joyce Ann Kelly passed peacefully to Jesus on Dec. 5, 2016, in Silverton. She had recently cele- brated her 75th birth- day. Joyce was born on Nov. 30, 1941, in Joyce Kelly Peoria, Arizona, to Cecil DeShazo and Ora Belle Rippey. When she was young, her family moved to Oregon, where she attended Silverton High and met the love of her life, Gary Kelly. They were married in 1961. In 1965, they moved to Anchorage, Alaska, where they raised their three daughters and spent the next 26 years. Joyce and Gary then moved to Washington, where she spent much of her day working in her garden. After Gary passed in 2006, she even- tually moved back to Silverton. He was born in Mt. Angel to William and Margaret (Saalfeld) An- nen, one of nine children. For a time, Tom resided in Woodburn. He was a member of St. Mary’s Catholic Church. Tom enjoyed working as a hops farmer throughout his life. He also enjoyed Western movies and was a cowboy enthusiast. Tom is preceded in death by his parents; brothers Joe, Ed, Vic, Flavius and Bede; and sisters Marge, Patricia and Elaine. He is survived by many nieces and nephews, as well as many grandnieces, grandnephews, great- grandnieces, and great- grandnephews. Tom’s family would like to extend a great thanks to all the wonderful staff at the Providence Bene- dictine Orchard House who went above and beyond in providing Tom outstanding care and compassion. She was born on Oct. 15, 1947, to Robert and Nel- lie (Morgan) Landers in Vanport, one of two chil- dren. Vicki was raised in the Silverton area and graduated from Silver- ton High School, class of 1965. Then later went to college. She married Dan Cornwell and had two daughters and a son. Vicki was an amazing and loving mother and grandmother. She was “Aunt Vicki” to many who she took under her wing to care and love. Vicki is preceded in death by her daughter, Rhonda Cornwell, and her brother, Brent Land- ers. She is survived by chil- dren Kyle Cornwell of Keizer and Melissa Al- bers of Silverton; and grandchildren Damon, Levi Cornwell and Tara Spurgeon, all of Silver- ton.
