Among- other th ia the fixing of a certain dal May each year in which an elec tion i held, instead of having the date six months earlier each two years. Whllu on the subject of primary elections, it would be a very good idea to arrange it so that a candidate receiving a ma Jorlty of alt votes cast at the Drimaries should be declared elected without further voting on the matter. In case no one man received a majority let the two highest become the candidates Of course this would apply only to county and precinct officer and would eliminate entirely po litical parties in such elections, which is already accomplished under the present system. A Mil has been introduced and will probably pass, tQ have no pohu cul candidates far Judicial offices and what applies to that class of officers would certainly apply with equal force to any other ofll cer. Whv not treat them all alike? BARKBEETLES The secretary of agriculture an nounces that investiiratlors con ducted in 1907 and 1910 to deter mine the conditions on an area of more than 1,000,000 acre In north eastern Oregon showed that the killing of a large numWr of tree by the mountain pino beetle had i''.vt) going un In this area since 1905. It was estimated that thirty five per cent of the lodgepole pine on about l.OOO.OpO acres and fifty per cent of the manured lodgepole on 800.000 acres of the same area had been killed, or a total of 8,000,000 tree. It was also enti mated that 140.000 yellow pine hnd been killed by this beetle and that the invasion wu moving south and southeast kuto the more valuable area of yellow pint;. In order to demonstrate the pia;tiuahility of the uunuol measures recommended by the expert on for est insects of the Bureau of Entom ology, an area of about 00,000 acres, principally in the yellow pine, was selected in which to conduct a beetle control project. This area was lo c.te,d snuth and southasV uf the ad vance movement of the swarms of depredating beetles in order to check It. The project was organ ised in 1910, under a co-operative agreement between the Bureau of Entomology, the forest service and private owners,' according to which tho Branch of Forest Insects of the Bureau of Entomology made the investigations, recorhtnendeij the methods and gave Instructions, and the. forest servlco and private owners furnished the funds for the actual control work which was com pleted June 30, 1911. , In the spring and-summer of 1912, H thorough inspection was made of lh,u treated area, gjmilar un treated or cheek area in another forottt was also examined. It was found that on the 87,950 acres of the treated area the number of trees killed by the insects had decreased from 37,178 trees to 4,fi98. a re duction of 3,4KQ trees, or more than NO per cent, while on the untreated urea in the other forest there was no decrease and in one ttmall isolated area the increime in the ',umljer of t,rqfi killed was two hun Ured and forty per cent. The results of this project, under: taken as it was, strictly as a demon stration, forcibly brings out the points that even under unfavor able conditions of a well-established and widespread dying of trees from nsect attack it is possible and prac ticable to treat a small part of such si r a st mi masu 9 1 1 1 1 Ir t Via ' of the pest, reduce the loss No. Valuation Levy 1 $1,070,7 .005 2 781,259 .006 " 3 505,830 .0035 I' 4 110,655 .003 , 5 504,349 .01 6 C0.500 .0026 . 7 1,085,510 .001 l 7Jt 07,740 .001 S 8 150,420 .0015 . 9 120,932 .018 I 10 230,939 .004 i 11 250,222 , 13 1,042,624 .007 14 212.423 .0015 15 153,98 .005 16 144.760 18 115.210 .0035 19 36,415 .003 20 210.078 .006 22 220,180 .0015 ?3 242.270 .0063 24 862.040 .0003 25 341,959 26 403,310 .001 27 66.930 ,009 28 227.060 .002 29 217,090 .006 30 246,670 .004 31 125,905 .003 32 249.870 .0025 33 30,310 .005 34 236.267 .0006 36 122.999 ,004 37 45tt,?60 .0015 38 1B3.585 .0007 39 240.275 .008 40 649.915 .0003 42 333.770 .001 43 186.720 .0013 44 64,605 .001 45 219,625 .008, 47 262.670 .01 48 185,300 . 003 49 165,618 .001 50 47.043 .005 51 470.
