Valir IlllllH' 'fii artfot with u, K v u Mut t I our I'omc lu " i' ' St. Helens La nary I 3 County Court Proceedings FT- ' part of which will be within and along the County Road hereinafter described , known u the Qatskanie and Mist County Road; and the said petitioner having undertaken, prom bed and covenanted in said peti tion to so construct said pipe line and bury the pipe thereof in such manner as not to interfere with aid County Road in any respect as highway, and that in the con struction, maintenance and opera tion thereof, said petitioner will not interfere with the use of said road as a highway, and replace and re pair said road wherever the same may in any manner be disturbed, and have the same in as good con dition and repair as the same now the same for such purposes, subject to the conditions and things prom ised and agreed to be performed in its said petition, and- that neither the construction,' maintenance or operation of said pipe line shall in any way or manner interfere with the use of said county road as a highway. It is further made a condition of this order, that in case of said road being improved,' it should become necessary to change the grade or location thereof, and said pipe line should then in any manner interfere with said proposed improvement, the said city of claUkanie, shall at its own expense, without delay, low er or otherwise remove said pipe line, and make way for said im provement. Matter of Resignation of School Superintendent. On this day J. H. Collins presents to the Court his written resignation of the office of County School Superintendent, and the Court being advised in the mat ter, it is ordered by the Court that said resignation be and the same is hereby accepted. Matter of Appointment of School Superintendent. On this' day it is ordered by the Court that J. B. Wilkerson be, and he is hereby ap pointed County School Superinten dent. Whereupon, Court adjourned un til Saturday, Sept. 7, 1912. Saturday, Sept. 7, 1912, 3rd. Ju dicial Day. Court came pursuant to Adjournment Officers all present. except Commissioner Tichenor. Due proclamation being made, the fol lowing proceedings were had: Matter of Petition of G. Freder icksen For Liquor License For Scap poose Precinct On this 7th day of September, 1912, comes on for hear ing the petition of G. Fredericksen for a License to sell spiritous, vin ous and malt liquors and fermented cider in less quantities than one gal lon, in Scappoose Precinct for the period of one year. And it satisfactorily appearing to the Court from proofs filed herein, that due notice of the pendency of this proceeding has been given as by law required; that petitioner has not been convicted of wilfully sell ing or delivering spiritous, vinous, fermented or malt liquors to a min or, or of wilfully allowing a minor to loiter in or about any place where such liquors are sold or disposed of; and it further appearing to the Court that said petition contains the signatures of a majority of all the legal voters of said precinct who are actual residents thereof, and Who have actually resided therein at the Court that said petition be granted, and that License issue to the said G. Fredericksen, to sell spiritous, vinous and malt liquors and fermented cider in less quanti ties than one gallon in Scappoose precinct, for the period of twelve months from this date. Matter of Construction of Bridge across Beaver Creek in Road Dis trict No. 12. On this day this mat ter coming on for consideration, and it appearing to the Court that the present bridge structure across Beaver Creek in Road District No. 12. is unsafe for public travel, and it is necessary for the immediate preservation of the public safety that a new bridge be constructed. It is therefore ordered by the Court that an emergency exists and that it is necessary for the preser vation of the public safety that said bridge be constructed. It is further ordered by the Court that the Court procure the neces sary mater.al for said bridge, am: that W. F. Halderman be, and he is hereby employed as superintendent of said bridge construction, ' with authority to purchase all necessary material for same, for and in the name of said county; that the pro visions of the law in reference to advertisement for bids be and the same are hereby waived, and that construction begin immediately, un der the supervision and direction of the County Court. One of the most important acts of the high school student organiza tion this year was taken Monday morning when the members voted unanimously to join the Oregon j State Interscholastie Debuting loaR-, ue. This means that St. Helens; will be in the series of del ates by which the state chamninnship i-ito' be determined. ' The girls of thf Hume Arts cl.vs of the hijrh school received with en thusiasm the announcement early in the week that Mrs. I'd win Ross would give them one period each week for several months in the art of sewing. The work with which Mrs. Ross was started Thursday and will include the making of a hand made, rolled h-jmmcd apron and es pecially fine linen darning. As Mrs. Ross is an adept at ncedlecrait this work will be of unusual value to the girls. Student Local Several students and teachers en joyed a rare treat Saturday after noon when Berlin Yeomans ami Ed Ballagh invited them to a launch party. Singing and much jollity marked the passing hours as the launch glided over the smooth bosom of the blue Columbia from the dock to the shipyards, the creo soting plant, and down almost to Deer Island. PERSONAL Dorothy Johns, a freshman of this school went to I'ortland, Saturday, to make a short visit. A horse belonging to Dan Reed which was feeding in front of White & White's store in Houlton sudden ly took fright and came near going through the Lin plate glass window. On account of being ill, Merle Wilson will not enroll in the high school until next Monday. Emmet Smith, a farmer, was painfully hurt on Sunday night by being cut on the upper lip by a handle on a dump wagon. Born; to Mr. and Mrs. II. N. Hooper of St Helens on September the 29th a son. Mrs. C. C. Foster has been ser iously ill. She Is much better now, Mr, and Mrs. John Wellington returned Sunday from the "round up" at Pendleton. Dorothy John spent Saturday and Sunday in I'ortland visiting with friends at Irvington. M.John Popejoy left St. Helens today for his farm at Bunker Hill where he expects to remain a few days. The St. Helens School Board of Education has seen fit to give the St Helens High school new desks, blackboards, and window blinds. Frank Robertson, a sophomore, went to Portland Saturday, Charles Laws made a flying trip to Portland Saturday and brought a slide trombone which he will play In the High school band. Mr. and Mrs. C. C. Masten and Mr. and Mrs. J. S, Masten made a trip last Sunday In L. R. Ruther ford's automobile to the old Masten homestead in Washington County) near IIillMboro. Mr. J. S.
