Just a few short weeks icq the city Council advertised for bids for tho improvement of Hemlock Street by grading and filling a distance of about 4 blocks. There was only one bid received which was $4150. Thia waa promptly rejected by the Council, and th w ork waa ordered done by tin day and Koad Supervisor Dsptin placed in charge. He put hit crew to work and the job is not complete just as the specification! and survey called for.
