County Official Paper m When President Taft orderer tt th p iinni,i't'iili'nf'f(l mnliilixrinn nf the United States army along the Mexican frontier there were many who cried militarism." Perhaps they did not know that under an unobtrusive enactment of congress every ablcbodied citi zen between eighteen and forty- five years of age is enrolled as a soldier of the United States, un der compulsion to serve if called upon in time of war. By the new system, copied partly from Prussia and partly from Great Britain, there are now approximately 16,000,000 men liable for field duty under control of the war department These are divided by law into three "lines" The first line comprises about 78,000 regular soldiers, who may be increased by enlistment to 100.000. The second is the national guard. known under the acts of last year, 1908 and 1C03 as the or ganized militia and now number ing 121,580, with no limit on . its increase. The third, created by act of congress, is the reserve militia, including every citizen capable of bearing arms and es timated at 15A0O.QQO men. Most of these probably are unaware that they are ofiicially troops in a legally constituted division of the United States army. This vast body of reserve mil itiamen is not regarded bv the war department as part of the militia of the states, but as federal citizen soldiery." a supplement of the regular army. his view is taken to escape the provisions of the constitution which vest in the states a large control over their organized na tional guard. It is also to be double tracked. A latch operated by a motor will hold the bridge in place when it is down. This new bridge will replace the present Soiifhom Pacific and Pacific Electric tresM bridges. The Southern Pacific made application to the War !). partment a year ago for permis- sion to build this br dire, whih was granted on the first ember, last, on condition that the structure would be romr.!..! within a year. The Rtmth Pacific engineers have boon wnt-ir. ing all of these months in mak ing tests for nier founrlnH and studying the various il:m. of bridges. Test wells borod tn a depth of 100 feet found nnfk. ing more solid in the harbor bed than land. Three cofTirdami are now b ing con: tructed. They will be bound with and sunk to a depth of forty-four feet after which piles will be driven to a depth of eighty feet. Following the construction of these cofferdams the water will be pumped out and the interior concreted and reenforced. Up on the base thus formed the con crete to a heiirht of f above low water mark, the sup erstructure to be built upon these piers. The largest of the tnV be 22 x 55 feet and will enclose Mle.
