Scappooae, Oregon, Of thirty-two measures on the ballot at the recent election there were but seven that met the approval of tha maj ority of the voters. They were the following: An act authorizing- the establishment of a branch Insane asylum in Eastern Oregon. A bill providing for the permanent supptrt and maintenance of the Oregon Normal School at Monmouth. The Home Rule amendment. An employers' liability law. A bill prohibiting the taking of fish from the Rogue River except by angling. Toe good roads amendment- An amendment changing judicial pro c ilute, terms of Indues, etc. Tl t Eatteru Oregon Insane Asylum bill carries an appropriation of f 200,000, ihichsuin includes maintenance cost ;p to December 11)02. Within 60 days ;ba uct becomes a law, the Governor, Secretary of State and State Treasurer wlli select a site for the instution within five miles of Baker, Union or Pendleton. Aft r selecting the site they will have plans drawn for buildings capable of accommodating not lens than COO patients, and will cause the same to be elected. After the hospital i com pie ted the b.-nrd, with the advice anl counsel of the superintendent of the Asylum at Salem, will select such patients as shall be removed to tha branch in-ititution and thereafter the board will direct the various countiet as to which asylum their insane shall be sent. Tha Monmouth Normal School bill creates a separate fund fur the support and maintenance of the institution, buildings being already provided. For putting money into the fund a tax of one twenty-fifth of one mill is levied on each dollar of taxable property in the state. This tax will provide a'lout $23, 00.) yearly. There will probably be sufficient money iu tin fund to permit the reopening of the school next Fall. The Home Rule bill ostensibly gives cities and towns exclusive pjwer to license, regulate, control, suppress or prohibit the sale of intoxicating liquors within tha municipality, but it is so loose'y drawn that the ablest lawyers disagree as to its real effect. The full meaning and intent of -the Rogue Rivos fis iiiij bill is expressed in its title. It simply prohibits the taking of fish from the stream except bv hook and line. Is Zipperer, or assigns, the right and privilege to erect in, over and npoa the streets, parks and other public groande and property of the City of St. Helen, Oregon, poles and wire for tranimissiea of currents of electricity for the parpae of transmitting and receiving telephone messages, in the City of St. Helena, la the State of Oregon. The people of the City of St. Helens do ordain a follows : Section 1. That J. L. Zipperer and hit assigns are hereby granted the right and privilege and are hereby authorized and permitted to erect and maintain in, upon and over tha streets, parks and other public places and pablic grounds, and property of the City of St. Helena, Oregon, for a period of twenty-five year from and after the passage of this ordi nance, poles and wirea for the trans mission of electrical currents for the purpose of transmitting and receiving telephone measagea and for the purpose of installing telephone instruments, and ttie right and privilege to fix rates, charge and collect rates and toll for messages transmitted or received, and to fix iaie for telephone instrument fur nished, rented or supplied. Sectioa 2. The said J. L. Zipperer, or his assigns, in the exercise of the right and privileges hereby granted, shall so erect his pules and stretch his wire so as not to interfere with the free and un obstructed use of the streets for travel, and shall eiect his pole at each reason able points Iu the streets and other punlic places, and place his wires at such heights above the said streets and public places as the City Council of the City of St. Helens may designate. t-ection 3. L. liipperer, to displace, molest, dis turb, Oieak down, remove, hack, destroy or m any manner injure or interfere with any pole, support, wire or any property maintained or nsed by or tnrough the privileges herein granted under the provisions of this ordinance, within the said City of St. Helens, Ore gun ; and any peison or persons viola ting the provisions of this ordinance shall be deemed guilty of a misdemeanor and upon coviction thereof shall be fined not leas than u nor more than $50 for each otfense, and in deiau.t of the pay ment of such hue tball be imprisoned in the city jail one day for each $2 of such tine. t-ection 5. All rights and privilege he.ein granted the said J. L. Zipperer shall expire at the end of 25 years from tLe date of the approval of this ordinance, and the said J. L. Zipperer, or assign, shall tile his or their acceptance of the cuuditionsof this ordinance within thirty da s from the approval thereof, or the same shall become null and void. Section 6. The said J. L. Kipperer shall, within thirty days from the date of the taking effect of this ordinance commence active construction of a tele phone line in said city, and shall within sixty days after such construction shall comuieuce, have in operation a tele phone system.
