MAYOR'S PROCLAMATION
To the People of St Helens:
Under the present condition of
the dry season and the scarcity
of water for fire protection and
the near approach of the 4th of
July it is quite apparent that
every prcaution should be taken
to nrevent fires in the City, and
I respectfully urge all parents
to guard carefully their children
in the use of fireworks; also the
merchants who are selling fire
works to impress upon the child
ren to whom they sell to get
away from the business portion
of the City before firing them.
The Marshal has been instructed
to allow no firecrackers to be
fired East of Cosenau street, and
I trust that the parents will see
to it that the childred do not vi
olate these instructions.

. Whereas the City of St. Helens, Ore
gon, aud its inhabitants are without a
City Hall acd bave no place for the
storing aol safe keeping of its records
and corporate property, nor any coun
cil nx:ns for the meetings cf the Com
mon Coancii or Water Cotnmissionerf
of said City, nor o2ke room for the
' various city officials requiring the same ,
and
Whereas said city is greatly in need
of a p'.ace f jr its said records and pro
perty an 3 for cenmcien: asd necessary
council rooms and oSces ; and
Whereas said City 13 the owner in fee
of lot Xo. 11 in block No. 11 of eaid
CJtyt"-, L.
Section 1. Now thsrefore said City,
through its Common Council, in pur
suanceoiits character, is hereby empow
ered to build upon its said lot, above
decribed, a City Hall, to cost not to ex-
ceed the sum of f5.000, and that it issue
warrants npou its treasury in payment
thereof.
Section 2. That the Common Coun
cil of said City, immediately upon the
passing of this Ordinance, employ a
competent architect, either by a.1vertis

peci6ctions for such a City Hill .
Section 3. That immediately upon
the submission of proper oal satisfac

Recorder of said City to advertise for
