Hulein After investigations and de liberations that have extended baek for period of about IB months, the railroad commiaaion issued aa order re quiring the railroad eompanies operat ing in Oregon to adopt a nnuorm eon- tract for shipping livestoek. A com plete contraet baa been prepared by the railroad commiaaion, which the railroad will hereafter bo required to uae, and which the commiaaion contends ia much more fair and reasonable than the one. now uaed. The commiaaion baa found that both tha railroad eompanies and the abip pera have been disposed to bs fair aad have given tba commission every a, aiaUnce. The principal features of the new contract are aa follows: 1 If tha shipment is over more than on lino, the contract will aerve aa a through bill of lading, it. provisions muni!.- iu uie Dvnem or ana oeinir binding upon all connecting carriers. Thia will do away w'ith tbo present practice of requiring shippers to sign a new contract every time the ship men pasaea to a connecting carrier. itPVhe eiLafier ia held liable for loss or injury veaufld by iu own negligence. &Tha earrier ia not liable for lose r damage due to act of Ood, tha pub lie enemy, authority of law, or acta or defaults of tba shipper. Shipper agreea not to load a ear ir lie nuile defecta which make it na i or uuaerviceabla and agrees to notify agent and deoiaud necessary re paint before loading. 5 Hh Inner agreea to load and unload his stock and to see that the shipment is accompanied by attendant, to look after it. lie must aee the door, are fastened and kept fastened. The com pany i liable for lose or damage iu loading or unloading only when same is caused tiy its own negligence. ARTESIAN WELLS FOR HARNET. ft 6 If shipper neglects to send at ieodanta and railroad eimiloyes act as attendant, it 1. done at .burner', risk. 7 Hhipper assumes risk of loss or injury to stock when caused by any or them being wild, unruly or weak or i rum ui euoci oi oeing croworq in car. 8hipper agreea to protect the car rier if his stock ia infected with any disease. Andrews In the Wild Horse valley, north and south of Andrews, many forms are successfully irrigated by means of flowing wells. A. II, Ilollis, south of Andrews, baa six or seven o! them on hi. place, and there are many others having similar and lesser num bers. All tho .way south to Dnnlo through the Pueblo and Trout creek valleys, tncaa wells are found, and in a short time there will be a great many of them drilled and put to good use in a general irrigation system. Taking the character of the soil and the favorable climutie conditions, the poaaibilitie. for fruit and vegetable production under a generous water supply are beyond present calculation, Where a flow can be obtained at depth of 65 to 125 feet, the cost is nominal, and the water can be uaed at groat profit. Under such an impetus Harney county is lure to make rapid progress. FAMOUS SOAD SPOILED. Expend Highway Almost Rained by ExceealT. Traffic. Salem Th fact that road districts near corporate limit, have road, that are used extensively by people in ont lying districts, while those earn out lying districts hava roads which ar never used by tha people who resiue in the close vicinity oi corporate lim its, is the bone of contention whiab called a large delegation to the city tfe day to appear before the county court in behalf of the government road, which was constructed here a few years ago by tha department of agriculture. The delegation contended that team iters from the mountain timber dis tricts. eflrrvine hesvv loada of wood. haul materially injured the experimental road of the government north of oalem, and that repaira are now neeeasary be cause of extraordinary usage. The county eourt ia in a quandary as lo bow to settle the difficulty, but has offered the district a rock-emsber and sufficient help to operate it so that the government road may be placed back in good condition.
