Cwff, Coroner St. Helens! AUGUST SO. FLOGGING AND OTHER PRISON PRACTICES An escaped convict named Albrecht was recently recaptured, taken back to the penitentiary and flogged. So far in the story there is no diapnte. It has been alleged that the flogging was severe to brutality, and continued until the victim swooned. Governor Chamber lain. ho has the sole responsibility for tte management of tbe penitentiary as be makes all appointments has nude a personal investigation of the matter and defends the practice of flog giag recaptured prisoners and the action of the warden in the particular case under consideration. He makes eight counts in his defense of his subordinate, bat the fourth and fifth are so peculiar as to deserve con sideration. POSTAL IMPROVEMENT made bv me brais' or scar. We would like to be still further in lorrred as to this whipping. We have known boys to be whipped bv. their par- entsso that tbe bruises could be seen , upon them for weeks, and they were not severely injured. Whipping at tbe pen- lteuttary, we are informed, has been . abolished except for this one offense of attempting to escape. It would be a natural inference, therefore, thst a flog . ging was a thing to be dreaded, else why is it reserved for this otie offense? But it appears that this is a mistake and flooring is merely a substitute for kill ing the fatted calf when the prodigal son is brought back to hi? happy home within tbe shaded precincts of Oregon's Resort for those who are so unfortunate as to have been born with or acquired criminal in?tinrt or habits. Then we are informed that the prison er is incorrigible, and, in th next par agraph, that he was a "trusty." To those who reside at Salem and have heard the stories thit come froin men who have taken part in fl igjinjfs or have been discharged for their refusal to do so the Governor's story is farci'-sl. It would, iu .'eed, be a farce to give a desperate convict eighteen lashes with out leaving a mark ; but, then, the Gov ernor does not fay the man was not marked, he simply ns his personal ex amination "tiid not dioclo?e a einzle urnise or star." it is jusc Postmaster General Meyer is getting ready for tbe meeting of a new Congress by putting in shape a number of impor tant changes for the department that ill be recommended in the annual re port. These will include the estab lishment of a postal savings bank, . a branch long carried on profitably in England and numerous other countries. In Great Britain and Ireland at this time the postal depositors number 10,- 000,000 and tbe system is steadily grow ing. Tbe postmaster general of this country will also propose a lower rate of postage on foreign letters, tbe revival of j the postal note, nnd a general system of aelling stumps by machines to be in stalled and operated by the government Another feature promised is the e- tablinhiuent of an improved parcels post and it is presumed that the head of the department will urge a popnlir system instead of the present practically pro hibitive one of limiting parcels of four pounds and charging 61 cents for carry ing such a inirctl between any two domestic offices, though it could beaent from an American to an English poet office for 40 cents. Buth Germany and England make an immensely larger use of the parcels post at a much smaller charge, and thr is a handsome postal surplus in b th coantriea. Between any two poftoillees in the Ge.man Empire au eleven pound pjekage is carried for 2 cents, which is only one-fouiteeoth of the charge per pound imposed in tbe United States. Following are a numb?r of items from the Timberman regarding Columbia County camps and mills, M. O'Connell, Rainier, has sold his climax engine to Cbas. England, of Castle Rock, Wash. 3. C. Yancey, of New York, has re cently purchased an interest in the Col umbia Lumber Company at Scappoose. The new sawmill of the Beniness Lumber Company, Uoulton, began operations early In July. The plant bas a capacity of about 12,000 feet per day. Maaten Lodging Company is pushing work 03 its new road at St. Helens, Or. The road extends about six miles back into the interior. It is expected to have the road ready f r hauling logs by the first of September. One Shay loco motive and five logging engines wilt be used in the operations. Warren Lumber Company, Watren, resumed operations late in July after being closed down for several weeks. Manager Tarhell has ordered an 8x10 Tacoma engine for use in bis logging operations. He is using a traction en gine to haul his logs snd reports it a splendid success. The Western Cooperage Company, of Portland, is using two pneumatic wood saws in cutting their logs into bolts. Two additional machines will be install ed. The capacity of these machines under good conditions should aggregate about twenty five cords each daily. Brinn & 6tanwood, Yankton, report orders on hand to keep ihe plant busy for some time. A slab conveyor svstem will be inatalltd at the mill. The com pany 1 shipping from Houlton. Sherman Bros , Yankton, will install a slab conveyor system at their sawmill. They are contemplating battling their output lo the, new road of the Hasten Company for shipment.
