so delayed their work, the advocate of
good roads began cautiously to carry
out their undertaking In such a way as

engineers were engaged to plan and to
direct tbe work, and tbe most efficient
machinery was bought, every part of
tho work was done In tle best way
practicable and every care token to get
the best results for the money.
