150 grams of gold per day of twelve
hours. In this time, 3.000 cubic meters
of water would be treated, a current
of 5.000 ampers at 2.5 volts being re
quired. The annual cost Is estimated
at $12,000, and the profits are figured
at $20,000 on a capital of $10,000.

body, formally launched the campaign
for the creation of a new commonwealth
comprising the "Inland Umpire," for
which the name "Lincoln" baa been

The report of the committee, which
was adopted unanimously! conit "f
review of conditions that brought about
what it teim the unnatural arrange
ment of boundarle now existing in the
Northwest, advances reason for the
construction of a now stateand suggests
the following boundiirie should lie ap
proximated: That the 4Mh degree ol latitude, or
the present north line of lh state of
Wyoming, extended, be designated as
the northern boundary of the state of
Idaho, and the 120th degree of longi
tude, or the eastern boundary of the
state of California, curried ninth, until
It intersects the -t!Uh degree o( latitude,
be designated a the western boundary
of the state of Idaho, and that the east
ern California line, carried to HritUh
Columbia, be designated as the eastern
boundary of the state ol Washington,
thereby "leaving a new state to be here

comprising the panhandle of Idaho,
Northeastern Oiegou and Kastern
Washington
The report goes on to say ;
"This proposition should not come
from any one town or locality, but
should bo brought from all the principal
town north of the said 4Mb dcgiee of
latitude, and, if possible to secure their
consent and approbation, then the mat
ter should lie taken to the principal
town and cities south of the said 45th
degree of latitude, to at cure, if psible,
their cc-operaticn."
The committee recommended that the
chamber of commerce send copies of
this report to the various cities Inter
ested, placing the mutter before the
board of trade, city council, or otliei
body of like nature, to the end that
steps lie taken looking to the necessary
action by congress.
The report points out tln't the pan
handle of Lluho is cut off from the
south by an impenetrable mountain
harrier, and that the s nth has domi
nated legislation to tlie exclusion of the
interests of the panhandle; also that
similar condition exhta in Washing
ton, where the Cascade mountains con
stitute a natural barrier.
It is argued that similar conditions
exist between Kastern and Western Or
egon to even a more marked degree.

Chinese Famine Drive People to Dig
Up and Eat Dead.
Washington, April 8. To correct n
erroneous report that has found general
circulation with harmful remits, the
Red Croes lias issued the fullowing
statement in regard to the Chinese fam
ine: "The famine in China is unprece
dented in severity, ami the period of
greater agony is yet to come. Many
weeks must pass before there will be
relief from new crops, and millions to
day are kept alive only through the
contribution to the Ameriian mission
and Ked Cross tixiiety from the Ameri
can people who sent their donution to
Washington. These two great organi
zation are working together fur the
common cause and have lurnirheil over
two-thirds of all relief supplies sent to
China.
"The following cablegram, received
by the editor of the Christian Herald
from the editor of the North China
News, terrible as it may seem, Hpcaks
only the truth:
"Shanghai, April C. Klcpsch, New
Yotk. Approaching pcrlixl of severest
pinch. Authentic instances of ccises
exhumed, canibalism. Foreign relief
working effectively, maintaining whole
districts until harvest.'
"When a people have been reduced
to such strait that they will dig up
and eat their own dead, the severity
and witle extent of the famine can be
realized."

of arbitration which has been consider
ing the dispute between the Hunt horn

of Railway Telegraphers awards the tele

making great strides in the famine dis
