There's always a bunch to boost you, while at your money they glance, but you'll find them all gone, on the cold gray dawn, when the fringe shos upon your pints. Ex, THE RIGHT METHOD AT LAST. The friends of the State Normal School at .Monmouth, in view of the Governors ve'o of their appropriation, have decided to go be!ore the people under the initiative and ask the voters to select the" schools they desire to be continued as a normal institution at the expense of the taxpayers. Drain, Mon mouth, Ashland, and Weston will all be placed upon the ballots and the voters can select or reject any or all of them. This is the sensible method of solving the problem, and shoti'd have been adopted prior to the last general election instead of invoking the referendum on the general appropriation bill. The schools exist by thesmctioti and author ity of the Legislature, and it appears that holy has net the courage to decide which of them shall be retained. They have been hampered in their work by this vacillation, and it is certainly high time the question was definitely settled. Normal training schools are a necessity of the best public school, but it appears foolish to putter away the taxes in main taining more than are necessary. Each section containing a normal will vote nearly solid for its local school, and the decision will lie rendered bv the means of the voters who have no personal or realty interests in the matter. Mon mouth will undoubtedly be chosen, and that ii, of course, the reason her friends favor this method of settlingtbe dispute. CHANGE CO EMTIO It. The l'atrons of Husbandry know a good thing when they gee it, They saw and appreciated the new courthouse, and, like thegood citizens they are, they gave praise where praise was due. The Grangers sre not calamity howlers nor perverse fault finder. They have not hesitated to criticise where they thought public officials were Lix in the perform ance of their duty, and we believe their criticisms, except in the cose of a few individuals, lias been bone3t and cotlci cntious. They nrean importantelement in the welfare of the County, represent ing the middle class, who are not wealthy, but win own their homes nnd have been the pioneers of our civilation. They come from every section of the county, aud no other set of men could be as truly representative of the county's permanent interest. Agriculture is the basis of nil industries and an intelligent t'gricullural population is the greatest Fiifeguard of tin country's welfare. The Grange is essentially an educational in stiutiou. Within the Grange halls eveiy problem of government is discusi ed, and while it is true that they are not always governed by w.pe counsel, the ultimate re.-ult of tlii-ir deliberations is pretty sure to resuh in action for the general goi d. Tliat we believe ii always their motive. They desire nothing h'U the greatest go d of the greateat num ber, and, in this reepect, they are fur abive many other associations whose object it is to influence legislation. We are glad to h: ve hud tiie l'atrons w ith us, glad they saw lit to coinm-nd the nob'e building in which their con vention was held, and hope tiny will cjii.e again in J9U8. Both are intense ly selfish and careless of tho rights of nm-cimhatants. The strike in Port land affects the whole State, and it m.iy especially affect Columbia County. Those who have no desire to take part in theronflict will be compelled to array tnemselves on one side or the other. The friendly spirit that exists in many cases between the employer and em ployed will be done away with and the nihilistic impulse to tear down will take place of the constructive. The financial loss will be bot a small pait of the harm done, and the worst burden of the conflict w ill fall, as it always does, upon the woman at home. A strike is war, and "war is hell." Is this the best that we can do? The time has gone by when men can claim that they live for themselves alone. We are to knit together that a blow dealt to one portion of the industrial fabric is felt everywhere. "An injnry to one is Ihe concern of all." This is the motto of Labor and of Capital; bnt it has a wider meaning than they have given it It neans that war bet wee u them is an injury to the whole country, and, there should be power in the people to compel a halt. This is the principle of compul sory arbitral! n. The differences be tween organized bodies of citizens tdiould be settled as are the differences between individuals. Dispatches fmin Washington indicate that President Rooevclthas added 1", 000,0 acres of forest lands to the gov ernment reserves, one fourth of which Is in Oregon. The largest reservation in Oregon was an addition of 077,000 acres in the Blue Mountain reserve in Eastern Oregon. Other additions t) existing reserves are : m.000 to the Siskiyou in Southern Or egon, 71,000 acri-s in the Wenelia reserve 5H,000 to the Cas :a le reserve, mostly in its western border, and 154,000 to the Ashlai.d reserve in south-western Ore gon. To include the timber laud of th Coast Jtange the President created th? Tillamook reserve coot-iiuing IIm.OOO acres; tli j Con, mile reserve, embodying 140.0U0 acres, and the L'inpqua reserve, with an area of 802,000 acres.
