the laws, police and customs regula
tions of the country, like native citi
zens and subjects, and that this meant
tute law as well as Federal laws.
"This government might as well
stand upon that interpretation and de
cline to consider it further," he said.
In advocating a modification of the
treaty which would restrict the Immi
gration of the Japanese coolie labor,
Mr. (jearin said that so long as Uiese
laborers are permitted to come into this
country in hordes there will he con
stant and growing dissension on the
Pacific coast, which eventually must
bring about a restriction. He spoke of
the influx of Japanese cheap labor as a
threatened peril to every industry and
enterprise of the United States.
