In reading accounts of the Fourth of Jnlv celebration in different parts of the State one notices that the orators of tho day trave more attention than usual iM.iiitiiigoiit existing evils and suggest in. rrmediet therefor than to fulsome euloifv of the country' greatness ami prosperity. Thii is a healthful sign o( the times and should give encourage ment to all who love their country. I Mine instances, however, the orators were pessimistic in the extreme and por travexl a state of affairs that does not and never ill exist in the United States We will always have abuse to combat for the meinent we have destroyed one evil another will spring iuto existence. The declaration that "all men are born free and equal" wa made by men who believed In African slavery, and their descendant were foremost in the a, temDt to destroy the Federal nuion The freedom of 1770 would seem like mockery to the working people of toda; Yet it was the best the world had known and every year of the intervening cen tury has brought as nearer to a realita tion of the ideal set up in the Declara tiou. It is doubtful, however, if any of the intervening years have been pro ductive of as great progress as the pre sent. The knowledge of exieting evils we have had and the demand for refi rtn lias beeu general, but the people were losing hop-s and bad absolutely lost all faith in any reform being brought about by our law-makers. The Senate of the United Slates had become the servant of capital and seemed ready and able to balk any movement for the relief of the common people. President McKinley though a man of good intentions, seemed utterly powerless, and President Roose velt, daring his first term, did nothing that justified the hope that he would lead tbe people in the attack upon the trusts and corporations. He has proved a thorn in the flesh of the evil-doers, and, backed by an aroused public senti ment, he has compelled the Senate of the Vnited.States to bow before the rising storm and enact such legislation as will at least give a great measure of relief. But the source of all the evil is in the fact that the power to obstruct reforms and prevent the correction of abases is lodged in a body wbos3 memliers owe their political existence to the people's enemies. So long as the Senate of the United States is elected by Legislatures in which the balance of power is par chasable, the rights of the people will be endangered. The Oregon experiment holds out more bope than all the vic tories achieved by Roosevelt's dictorial methods. Keforni should come from Congress, and witbont compulsion, other then tbe knowledge that tbe tennre of office depends upon tbe will of tiie peo ple and not upon tbe pleasure of the peo ple's enemies. Oregon has blazed the way, and if the Legislature abides by the people's will, Jonathan Bourse will have tbe greatest opportunity to serve his country that was ever given to any Senator of the United States. only iiosnible remedy mi applied that of municipal ownership. Portland owns its own water work and it has an abundant supply, at reasonable rate, of the best watsr in the world. . In pur chaw by the city was violently opposed, and the howl of "aoriAlistii" was raised against it; but, fortunately for Portland, it was not at that time considered so promising Held for Investment, and the people were permitted to secure this greatest of all nubile utilities. Now. I while the city is just beginning to grow, it should secure, by condemnation pro ceedings, if necessary, the ownership of the public utilities of light and transpor tation. Street car line and electric light and telephone plants can be con ducted more economically by a munici pality than by a private corporation, be cause public ownerhip will tqucete the water out of tlieui and rates can be baaed on actual values and running expenses rather than on watered stoc and immense salaries, and public evils surh as The Oak, would not be per milted to exist for the purpose of adding to the swollen prolits of the franrhis grabbers. Tbe campaign it barely ended in Oie- gou before we are called upon to listen to a disenstiou of the issues and the men it is supposed will be before the public inlitCW. Tbe daily prtta is filled with the utterances and the movements of Bryan and Taft.w hoare supposed to be the foremost candidates for the presi dential nominations. A little of this all right, and next winter, when tbe crop season is over aud the cord wood sbel tered.the farmers nicy have time to dis cuss the tariff, tbe trasts, thequantitativs theory of monev, and alt the rest of it. bat just at present they are too buy They are getting in a big crop of hay and all sorts of grain, and they are too tired at night to care whether or not til ver ana wheat are running mates, or whether the prosperity of the Nation depeuda entirely upon a Pennsylvania tariff. These are important matters but no harm will lie done by postponing their active discussion at least for one year, and we believe the country will be better oS aud business better if we post pone the necessary evil of a presidential campaign as long as possible. The country is prosperous. Capital is being liberally invested and labor is fully em ployed at good wages. The presidential campaign may upset all this, for men's actions, are based entirely npon their beliefs, and if a large body of investors believe their investments will be endangered br the success of cer tain political DrinciDles. thev will, if such success teems probable, retrench in every way possible, and this retrench ment brings about temporary bard times. Don't stir up the animals until the performance is about to begin. A BANKING LAW. MITCHELL ACQUITTED. The Seattle jury, on Tuesday last, rendered a verdict of acquittal in the case of George Mitchell, charged with the murder of Fram Edmund Creffiield, leader of the famous Holy Rollers, on May 7. Notwithstanding the order ol the presiding judge, the verdict was le-j ceiveu ny the audience in the court room with a roar of approval. There was no dispute as to the facts of the killing, and the excuse of insanity would have had no weight with the jury under ordinary circumstances. They found Mitchell not guilty because they believed thai Creffield deserved bis fate, and that bis slayer did good work for humanity when he killed biui. Creffinld, by his peculiar power, attained an influence over bin followers that eaused women to desert their husbands and their children and to join with him in the practice of j indecent ceremonies in the name of I religion, nnueatli was no compensa tion or atonement. It simply ended his balei'ul career and was ns justifiable as the killing of a mnd dog. The next Legislature will be called upon to enact a law for the regulation of the banking business in this State, xnere isneea ol a law for this purpose, but it will be well for the people to know just what kind of a law is to be passed A banking law may be in the interests of the people, or it may be in the in terest of the banks, and it may be in the interests of the large concerns and aimed to crash oat smaller ones. Country banks are a great convenience to the people, and a bank with S,000 capital or even iess, is just as safe as one with 1500,000 capital. Yet the small bank may not be able to do business on the same line as the larger one. Here' tofore the country people, notably those of this county, have been compelled to borrow from private capitalists, and thev j have paid "through the nose" for this privilege. Recently, however, banks with small capital have been started in numerous places and have proved a great benefit to local merchants, as well as the farming community, and any at tempt to place unjust restrictions upon these institutions should be prevented. A law that provides for "safe" banking. and due publicity of the financial stand ing of all banks will meet the approval of the people, but a cinch law, framed to give the big institutions full control by putting the smaller ones out o? bus iness, will meet with defeat under the referendum. Judge Woftord, of Kunsna, refused to hang a convicted murderer the other day, on very wholesome grounds, that invite the earnest attention of every thinking American, The defendant was poor, ignorant, helpless negro who had killed a bull) of his own race. The jury found him guilty of murder in the first degree, and the judge, in his final arraignment of the poor wretch, withheld the full penalty, on the following humane, manly and dignified hypothesis; " You're guilty of murder all right, but you're a poor, ignorant black own, and I don't want to hang you. You have no friends. You have no one to plead that you were insane when you killed this man. If I sentence you to hang, you will hang just as sure a there ia a God in heaven. There will not be a lot of women circulating petitions to save your your neck. There will not be a lot of fool men writing letters to the governor to save you. No one will send you flowers. You will just be forgotten until the day set for your hanging, and then they II bang you. I'll sentence vou to :W yean in the penitentiary. QUICK of When tbe country is in danger, and the drumbeat is heard calling American volunteers to rally to its defense, no voice has ever been lifted to tell tbe stalwart uianhood offering their lives to vindicate tbe national authority and honor, that a part of their reward, should they live to be old and helpless, would be disfranchisement. It is the idea of citizenship, embleinued by the Aug, that has inspired and thrilled the citizen-soldiers who mainly fought all the wars of the United States to a sue- cessful issue. Their full rivhts of citi zenship are peculiarly precious to old soldiers, who have shown a williugness to suffer the greatest hardships, and to die, that these rights, on which the na tion is based, may be preserved for them selves and others. No decision of the supreme court Missouri has ever given greater satis faction to its patriotic inhabitants than that reversing the act of Circuit Judge Evans, in deciding that the inmates of the state home for federal soldiers were not entitled to vote, because, in Judge Evan's opinion, thev were on the tame footing as mendicants in the poorhonses, The decision of Judge Lamm of tbe state supreme court reversing tbe decision of Evans is a most timely and welcome state document, and expressed in terms worthy of an American patriot, as well as of a jurist who can see the difference between a beggar in an almshouse and soldier in a home gratefully provided for him by state or nation. The humiliation placed npon the American volunteer and on American citizenship by Judge Evans, has been judicially redressed within the state's own boundaries, and this is one of the best things that ever happened for Missouri's reputation.
