Washington, April 7. The house did not induge itself in the osnal half holiday today, but continued the con sideration of the postoffice appropria tion bill, and in the latitude accorded under general "debate the discussion took on a wide range, including rail way mail pay, increased pay for rural letter carriers, the American smelter trust and the corrupt use of money in elections, with side lights on na turalization laws. Daliell, Republican, of Pennsylva nia, called up the bill amending the in ternal revenue lawa to prerent the double taxation of certain distilled spirits. He asked that the bill be con sidered by the house as in committee of the whole, possibly anticipating some debate. Before be could make any statement, the speaker had the bill read a third time, indorsed and passed, while general laughter over the expe ditions way the speaker disposed Jf legislation ran around the chamber. Friday. April 6. Washington, April 6. In making an effort today to get the senate to agree upon a date for taking a vote on the railroad rate bill, Tillman made the important statement that one week more probably would exhaust the gen eral debate. He failed, however, to secure the consent ot Aldrich, who said that he would not be willing to agree to vote on the bill until it was more nearly perfected than it now is. During the day there were three speeches on the rate bill. The first of these was made by Elkins, who, while expressing the opinion that the situa tion demands legislation, indicated many defects in the pending bill. Gamble followed in support of the bill, and Keen closed in opposition. Elkins was frequently interrupted, and several spirited colloquies maiked the progress of his remarks. No senator being pre pared to speak tomorrow, the senate adjourned until Monday. Washington. April e.Tariff railway mail subsidies, denatnrized alcohol and enlarged postal facilities for Western cities were the features of the debate in the house today. What were al leged to be the iniquities of the Ding ley law, so far as the manufacture of watches is concerned, were discussed by Rainey, of Illinois, whose tariff revis ion speech was listened to with much interest. The "stand-patters' made copious notes for the discussions on protection which are foreshadowed. Without touching the merits of the postoffice appropriation bill, which nominally was under discussion, the bonse at 6:15 adjourned until noon to morrow. Thursday, April 5. Washington, April 6 The postoffice appropriation bill, following an imme morial custom, was made the vehicle Fortify forestry Policy. Washington, April 9. When the Carter bill now on the senate calendar becomes law, most of the Oregon oppo sition to certain features of forest re serves will be disarmed. This law will have the further effect of removing the most serious objection to the pending measure which purposes to keep with the government title to all land tearing commercial timber which is yet public domain. . Mr. Carter's bill provides that the secretary of agricnlture may permit bona fide homestead entries within forest reserves. More Strict to Immigrants. Washington, April S. The recent heavy influx of European immigration at Eastern ports of the United States was the subject of an important con ference at the department of Commerce and Labor today between Secretary Metcalf and Commissioner General ol Immigration Sargent, and Commission ers of Immigration Billings, ot Boston, Watchom, of New York, and Rogers, of Philadelphia. It was determined to put in force more effectually, if possi ble, the regulations bearing on the sub ject of immigration. Circulation of National Banks. Washington, April 8. The monthly circnlation statement shows that at the close of business March 81, 1906, the the total circnlation of National banks was $554,666,907, an increase for the year of $78,718,022, and for the month of $3,863,072. The circulation based on United States bonds amounted to $132,221,551, an increase for the year of $67,351,372, and for the month of $6,047,986. Senators Long and Allison were under cross ex amination by their brother senators to day on the White bouse conference on the former's court review amendment to the rate bill. After Long had spoken at length in support of his amendment, both the railroad senators on the He- publican side and the Democratic sen atora wanted to know more about its paternity. They scented in its being discussed with the prenident and his advisers by a few of the friends of the bill before its introduction 111 the sep ate an invasion of the eacred preroga tives 'of the upper houee. Long and Allison successfully fenced with the Questions and refused to divulge what transpired at the conference. Washington, April 3. By a vote ol 232 to 2ti the house today passed ti e national quarantine bill. The bill places the control of nil quarantine stations, grounds and anchorages nnder the secretary of the treasury and di rects that as soon as practicable alter the approval ot the act he shall select and designate such suitable places for them and establish the same at sin-li points on or near the seacoast of the United States or the Mexican border as in bis judgment are best suited for the same, in order to prevent the introdu: tion of yellow fever into the United States. The State department has suggested to the Kus sian government through Ambassador Rosen that the period suggested in the Russian note for the convention of tl second Hague peace conference, namely the rarly part of July, would be I neon venient to America and to some of toe other countries of this hemisphere which were expected to be represented at The Hague. The reason for this ac tion was to avoid a conflict with the Pan-American congress, which has been set for July 21. Pay for Conference at Rio. Washington, April 3. The senate committee on appropriations today re ported the urgent deficiency hill with a number of amendments. The proviso is added to the appropriation for dele gates to the International Conference of American States at Rio Janeiro, Bra zil, that the deb-gates shall he appoint ed so that as far as practicable they shall represent the different sections of the country. An appropriation of $50, 000 is made to enable the government to participate in the second interna tional peace conference at The Hague Seattle Objects to Negro Soldiers. Washington, April 9. Seattle is vig orously protesting a"ainst the assign ment of a colored infantry regiment to Forts Lawton and Wright, in place of the Tenth infantry, that goes to Alaska in Angust. The appeals of Senator Piles have been without avail and he is informed that Washington must have iti share of colored soldiers.
