YOUNG, Teacher. STATK8 HELPING BUILD GOOD ROADS. Great PTogTess Made Under the State Aid rian in Northeastern States. In the Northeastern states, from Maine to Pennsylvania, more progress has recently been made in building good roads than in any other section of the United States. This is mainly due to the adoption of the state aid plan. New Jersey was the first state to adopt this plan. The law enactod there in 1.S01 provided that the state pay one third of the cost of improving the roads, and the counties two-thirds, part of which may be charged up to tho towns in which the roads are built. The farmers were nt first opposed to this jn Massachusetts the state pavs tho 'entire cost of building the roads, but j requires tho counties to pay back one , fourth of the cost. Nearly $500,000 is ! appropriated annually for this purpose Nearly $5,000,000 has already been in- vested in roads by the stato. As a ro ! suit, Massachusetts has hundreds of ratios ot, as fine roads as any in the world. Connecticut has also operated under this plan since 1S95. The state puts up two thirds of the money for road build ing. The plan is considered a great uc- cess. More th.in 1,500,000 has been ap- pruf-rin itru miAi c'uui, twin iiluui u v hundred miles of fiue roads have been imiit. In New lork the state pays one-half i the cost of building the roads, the coun ' t tea 35 per cent and the townships 15 j per cent, and the plan is working ad j mirnbly. Last yeur $600,000 was ap j proprlnted by the legislature, and more ! t han $2,000,000 has been- voted since the law was enacted. This year's ap J proprintion is more than $1,000,000. Maine, New Hampshire, Vermont, Rhode Island and Delaware all have " ' ,RWS' WI ,en Bre w.""nK nfiii-ttftrll v. tiitimvh pYnpmHt iiriMi nnl pnerlltion8 are 0B n 8nm,r geale tUun j the other states named. Pennsylvania is the latest convert to 8,",te M l'1,ln- ,T.ho lfa 1 'stature enacted a law providing that the state should pay two-third of the cost of inyrijvftnfit, the, count lea oijo- ixth and the townships one sixth. The sum of ffl, ooo, ooo was appropriated, ta be spent in six years. The fnndnniftiitnl principle on which the atato al I plrin rests In thnt the pub lie highways are for the use and bene fit of the wholo people, and that all should, therefore, share in the cost of their improvement. Prom state aid to national aid is but a single step. Roth embody the same principle, ft is an interesting fact that the people of theso state nre enthusiastically in favor of taking Uncle Ham into the general scherno of eo operation. The Slate Highway f.'ommissioners of New Jersey, Connec ticut, Massachusetts, Kbode Inland end Vermont are outspoken advocates of national aid, ami the New York legis lature has memorialized congress to en act the firownlow bill. If national aid would accomplish for the whole country what state aid is doing where adopted, it certainly de serve serious consideration. OUR NATURAL WEALTH. Tho Development of Columbia County' Deposit of Iron Ore. Mr. Frank Payne, of Scnppoose, has installed a smelter on his place on Scappooso Creek, and in a short time will be smelting iron for market. We have seen a sample in the possession of Dr. Cliff, of this city, and it nppears to he of very fine quality. It was taken from the first trial run, made about a month ago. We are to be con gratulated upon having such a man as Mr. Payne in our county, who is will ing to spend his money in the develop ment of the rich resources, and wo feel sure that it will result in great benefit to the proprietor. Consider the itnmenso amount of good it will bring to others in the county and community. It seem beyond question that the county from Mr. Payne's place to Bun ker Hill abounds in iron ere, and it has been so far developed in different places near there as to show to any one the quantity and quality. It is so located that it can be brought to market by way of the Columbia River or Northern Pacific railroad on a very easy grade, and the fuel for smelting can be secured at a nominal cost coal and wood abounding in the neighborhood. Co lumbia County is destined to a great future. Rich in minerals, lumber and farming lands, it must naturally forge ahead. It has also the proud distinction of being out of debt, which shows its flourishing condition. Mr. Payne will be found entertaining and energetic, and pleased to show any one the iron and smelting apparatus at work, and he will have the support of all peoplo interested in the development of our rich resources. XXX-RAYS. There is a new store in Portland that is making its opponents look like 15 cents. When this cruel war is over ther? will be plenty of room for the Japanese in Japan. The editor of the Democratic organ re sembles mentally and physically the Hon. E. Hofer of the Salem Journal. It takes a talented politician to have a different spiel in every precinct in the county, but there are some who can fill the bill. Talking about economy, has the clerk's office been more economically managed under the present democratic incumbent tlian it was under his Republican pre decesssor? When 'Lish Applegate said the great fault of the American Government was that there were not enough offices to go 'round, we don't think he referred to newspaper offices. To see Mr. While, of the Rainier Ga zette, throw a drop curve comes very near being a liberal education. He is certainly the Apollo of the newspaper profession in Columbia County. Our thanks are due the editor of the Clatskanie Chief for a complete report cf the Democratic Convention that nomi nated the Dolly Varden ticket. In Democratic Linn County they are kicking against the high taxes, and the Democratic Albany Herald is demonstrat ing that they are caused by the Legisla ture, and not by the County Court. Three times and out is the old rule.but Mr. Mitchell has ' broken the record. This is his fourth newspaper venture in Columbia County. Does he still favor Rainier for the county seat? The Woodburn Independent referring to the transformation of the council re marks, "the old council with a sigh of relief gave up the ghost and the new one, like a new broom, stepped into harness." The greatest anarchist in Colorado is the Governor of the State. He has defied the laws of the country in his attempt to crush out labor organizations in the in terest of the plutocratic mine owners. It is high time for President Roosevelt to interfere. We W3nt the editor of the Rainier Ga lette to quit "slinging language" at the unoffending people of this county. In the first issue of his paper he used the word "eonstrupated," which means noth ing more nor less than corrupt, and in the last issue he uses the Latin expres sion, "Absit invidia." If this keeps np during the campaign there is sure to be trouble. Don't you be discouraged 'Cause de clouds is black; Sunshine is n-waitin' , FoU to travel back. Use seen ruin a-plenty; Thought 'twould never quit Thunderin' au' lightuin' But I Bin drownded yit. 1 -:.l 5 J .- ! . '. I.
