THAT HABllXG ACT. The enabling act giving the retiJenU ut Columbia county the privilege of vot ing a tbe re-location of the county eat fees pawed both bootee aud become a thiag ol reality. The bill provides that there ehati be a special election on the first M.day in June, 1903, and the town or place receiving the greater naiaberof votes, etiall be the county rat of Columbia county. In cane no town or place ahall receive majority of the votes cast as provided in this act, second election shall be held ou the first Monday in July, 1003, when the two places receiving tbe highest num ber of votes at the preceding election aball bs the candidates, and tbe one re ceiving the Unrest number of votes hail be declared the county Mat. Till Mist believes that if the people olColsinjbia county desiie to vote on the re location of the county seat that they should be accorded that privilege. And they have expressed that wish by petition. So fair-minded person can ay that thev ibonld not have that priv ilege, but the question should he voted Upon at a general election. Not that sui-h a time won Id give any particular point an advantage, bnt it would be a matter of economy and so immense sav ing to the taxpayers of the county. Tbe cost ol two elections will put the county n debt, and the money could hsve been rxpeaded on much needed road improvement. The cost of two special lections would purchase a portable sawmill or two rock crushers for road improvement. These are facts that canaot be disputed. They should stimulate Congress to appropriate mvrmary funds for the Office of Public Road lmniriei, or the establishment of a national high way bureau that n.ay widuly circulate literature,' send experts into all Statns and Territories to instruct students in the agricultural colleges, and bu:ld sam ple roads as object leeur, and poisihly a uniform system of road laws. We find that thirty-one states have rreaU-il labor bureau of industrial statist ios. agricultural and kindred depart merits, hut not more than half a dnxen stale have highwsy commissions which have competent jurisdiction over road affairs. Those states, vis, New Jersey Mus:ichu settn. California, Connecticut, Rhode Island and New York, have made great est progress in road improvement. It would seem fioni such examples that one of the first and most necaasary steps in each state should be legalized a bureau of highways, or the appointment of a nonpartisan highway commission, whose chief duties should be (1) To establish a capable engineer or or surveyor in each count. (2) To lx-au all roads a hich are to be built on public domain. (3) To systematize local laws, (4) To locate most suitable ma terial for road pnrposes. (6; To col lect all poll-tax in ca.h instead of con- tinueing the unsatisfactory work-out-road-tax system now prevalent in most states.
