Th agitation for special session of the legislature to appropriate funds with which to etart the Lewis and Clark 1905 exposition, is not wholly without merit. Members of the legislature throughout the state have received many letters asking their opinions in regard to the matter, and the replies in almost every instance favor such an idea. The power to call a special session rests entirely with the governor, but Mr. Geer will not act, neither will the members insist until they have ascertained the views of the people in regard to the matter. We re willing to eay that if there is to be each an exposition it is high time the thing is assuming some definite shape. Not very much can be done toward plan sing for the exposition until it is known i what the state will do in a financial way to aid it. If this important action is deferred until the regular session of 1903 the time will be very limited in which to make plans and develop the thing in time for the opening in the early au miner of 1905. The location ought to be selected and preparation began early next spring. If there is any advantage to be gained by having each an exposition, which there cer tainly is, let's get at it at once. hows the government has interest bear ing indebtedness of 1070.000,000. The experience of such action had anch a salutary effect npon the country about nine years ago, when a democratic president and senate and house were elected. The battle-crv during that A LOOK AHKAO. The last public utterance of President McKinley was the notable speech deliv ered at the Buffalo exposition on Sep tember 6. 'It Is clear to any one who gives the address a close reading that It outlined the lamented president's views of desirable national policies in the near future. During the vacation days at Canton the president's mind had evi dently been busy with coming executive duties in connection with the approach ing sesdion of a congress republican in Doth brandies ana in complete sympa thy with the administration. It it ior- tnnfltA that MrKinlev made this ad dress, which fills a column and a half. and is sufficiently comprehensive to serve as a practical farewell message. President Roosevelt, as might have been expected from his record as well as hit character, proposes, at fnr as humsn judgment and effort can compass the re sult, to "continue absolutely unbroken the policy of President McKinley for the peace, prosperity and the honor ot our beloved country." There are often nn forseen events and fresh emergencies in human affairs that call upon a person in high authority' for his own initiative, because precedents do not always exist; but as far as a vice president succeeding to the nreaidencv bv trasedv mar carrv out the purpose of his predecessor . KorwTrnsTAHnma the great expansion of the dairying business in this state of late, the supply of butter is not equal to the demand, and Eastern butter is find ing its way to this market again. Last year there was no Eastern butter brought here, bat the long spell of dry weather - the last summer had the effect of lessen ing the output, and the population has been increasing rapidly, consequently Eastern bntter will have to be imported. Last spring, when the supply of butter began to exceed the demand, a large quantity some 150,000 pounds was bought np and put in cold storage. This has been nearly all disposed of al ready, and at the present output of the dairies is not enongh to supply the de mand the shortage will have to be made by Eastern butter. Eggs of late have been scarce, and several carloads have been sent from the East. With eggs at 25 cents a dosea in Portland and 16 cents a dosen in Chicago, there it - margin lor importer. Alter harvest, the output of egg always increases, and it it said that there will be more chick ent engaged in laying eggs in this ttate this fall than ever before. It it highly . desirable that Oregon should produce enough eggs and butter for home con- . sumption, at least. Oregonian. battle-cry daring campaign waa "too much money in the treasury" about $600,000,000. But it didn't last long, if our - memory serves at correctly, and in less than three years after Mr. Cleveland's inauguration the public debt waa augmented by the is suance or let's see $202,000,000 of interest-bearing bonds, the money to be used to defray the ordinary running ex penses of the government in a time of profound peace, and that sum wat al most exhausted when a change of gov ernmental policy was installed. We plead guilty to the Conrier-Her- ald's charge that "the republican lead. era could put the turplns in circulation," bat treasury glutted strike aa being better than a treasury emptied. It't unfortunate, to be sure, that such con ditions exist without anv mean of "rem edying the evil." President McKinler's address at Buf falo dealt almost exclusively with the broadening duties of the United States as a world power, and the increasingly intimate relations of eiviliaed nations in commerce. "The spirit of exciusive- nss." he said, "it past." He dwelt npon the proximity of nations in these times as brought together by the tele graph, rapid communication and friendly rivalry in tne various departments oi human activity. "Alter all," he said, 'how near one to the other it every part of the world." Intercommunication hat made wonderful strides. "Uod and man," the president continued, "have linked the nations tnrether. Xo nation I"1! can longer be indifferent to any other." in pursuance ot this line ol thoucht. after commending arbitration at the noblest forum for the settlement ot in ternational disputes, he added: "The expansion of our trade and commerce is the pressing problem, commercial wart are unprofitable. A policy of good will and friendly trade relatione will prevent reprisals. Reciprocity treaties are in naruony witn the spirit m tne times; measure of retaliation are not." "It is for all American citizens to remem ber." he said, "that our real eminence rests in the victories of peace, not those ot war." Bean the Signature It Happened In a Dm Store.
