XsitnotsoT That instrument called a "protocol which stopped the war between the United States and Spain, derives its name from very ancient times. Like many other English words derived from other languages, "protocol" bas long since lost it original meaning. It is derived from the Greek "protos,' meaning first, and "kollan," meaning glue; and meant, originally, a sheet glued in front of a manuscript, bear ing the writer's name and other par ticulars. From this the meaning evolved into that of rough dm ft of a document, and was so oed by the Romans, who called it "protocoliurn." Abe definition of tbe word aa need in modern diplomacy, is given as a rough draft of any document or document preliminary to some transaction. It likewise is defined as "a diplomatic document or minute of proceedings aigued by friendly power in order to secure certain diplomatic ends by peaceful means." It is the meaning given before tbe last that must be ap- uuea 10 me instrument signed by JSm bassador Cambon and Secretary Dav This is a preliminary instrument pre pared to secure peace at once, and is at the same time a rough draft of tbe probable future agreement. forty years to have laid out. eraded. and macadamised in the uiott substan tial manner, publio roads to everv part of the county where roads are needed, aud yet there is not five miles of road in the whole county that is not abso lutely imputable for a loaded waarcn during the winter and fDrine months of the year. If this county had, in the beginning of its history, adopted the plan of building and completing but two miles of road each year, instead of spending the money and labor which had been spent in Citing up the chuck holes during the summer that were made during the previous winter and spring, we would now have good roads all over the county. Thera is nothing hich show more clearly than dues the condition of the publio roads, the degree of energy and progress of the people of a community. We should get out of the ruts'' literally a well as figuratively. CLATsKAK IB NEWS. John Gill and familj, of Portland, weje in town a day or two last week rusticating. Mr. and Mrs. Aaron Gesselberr are uPPy parent now, and the small boy they rejoice over u a very vigorous little fellow. Peter Syverson bas returned borne to Quincy from his recent visit to Ari zona, feter finds drawbacks in that as well aa other countries. It is reported that Dr. Hall is bunt ing for a physician to look altar his patients while he Is in attendance at the special session of tbe legislature. George Badger was down from Pet erson's Beaver valley camp and stopped over Sabbath in town. Ha reports plenty of logs going into the river over their railroad. exporting lame quantities. Oue reason that more fruit, especially the smaller varieties is not produced here is that it must be sold Rieen, and of course the market is very limited. Canneries would widen the market, stimulate production, and advance prices. We believe if offers were made to the right parties, thess industries could be put in operation in a short while. The benefits to be derived from this is apparent. Instead of seuding out thousands of dollars fur canned good as is done at present, the people would keep this money at home, and would bring in large amounts of outside money from exportation of this valuable product. Farms would be cleared aud put to fruit that are mm imply a forest or Jungle, thereby la creasing the value of tne farms, the amount and value of the product, and tart au unceasing flow of outside money to the county. When in the metropolis give him a call. canneries, etc- and the desire of per aons controling capital to find invest ment for it is on the increase, and wc firmly believe that within tbe next ten years the rate of advancement in the line of commercial development along the Columbia river and the ad jacent country is snue to outrival any previous record. This section has but started to develop, and we must renew our effort. One way to accomplish our aims, and a very good one, too, is to have toes bewailing and more indus try. More desire to have capital come to at instead of exerting our energies to ame it away by depicting rum and disaster on every band. We must have some general system about our undertaking, and tbe idea is an onani- minity of sentiment. This is not a lo cal matter to 81. Helens. The entire county is interested. The time is rife and opportunities plentiful. Accord ing to our industry and enterprise will we reap. A pull together anJ tbe de sired end will be accomplished. THE ORIENTAI HOTEL r- 'A strictly first -class house. A home for commercial travelers and the public Board and lodging at reasonable rates. Krtkrpbisinq individuals are con stantly encroaching on this territory, taking orders for all kinds of imple ments, dry goods, groceries, etc., rep resenting to our farming communities tbat they can and will sell a great deal cheaper than our own merchants, and we believe it a fact that our own merchants are capable of buying the same quality of goods just as cbenp as these outsiders, so no effort on our pait should be spared to not only pro tect our trade, but to convince our ontside people that tbey should not be hoodwinked into sending off for these supplies, which, in a majority of cases. they pay very dearly for, from the fact that if tbey are swindled tbey have no recourse, whereas, anything bought at home proving unsatisfac tory can be either returned or made good. Then again it seems unfair that they should send tbeir cash to foreign concerns when tbe local dca ers bave extended them credit during the hard times. Experience with for eign catalogues bas taught many of our people a severe lesfon, and now to fall the victims of shrewd, irrespongl ble salemen, who sever return to de liver the goods, lends encouragement to the belief of Baroum, that the "American people delight in being humbugged." Tbe proper season sig nals the requirement of goods, and then is the time for our business men to exert their vigilaoce and adopt means for spreading an alarm upon tbe invasion by these fakirs.
