It is evident that a protest in soma shape or other i about to be made by the McKinley - administration against Spain's barbar ity ia dealing with the insurrection. This may not bring recognition of bel ligerency to the insurgent as soon a many people desire, bat it will un doubtedly hasten that eventually. The anxiety ia Madrid over the forthcem- ing development io Hie Cuban sitoa- tioa Is not groundless.' Tn senate has not yet invited Mr. Corhett to tax a seat or given any in timation as to just when that bit of senatorial courtesy will be extended. Meantime the caller knocking at the door of Um senate chamber must be impressed with the thought that the governor of South Carolina knew what hs ems talking about when be telegraphed to the governor of North . Carolina that it was "a long time be tween drinks." The senate will be "at home" to Mr. Corbett whenever the legislator ef Oregon shall bavs decided to delegate him as their repre sentative ia th upper branch of eon .'. great, . . ' TBI visit of C. P. Huntington, pres ident ef Um Southern Pacific. Company, to Oregon at this time is sigaificanL His eompany has large interest here and hi eoming ia evidently for the purpose of looking over th field with a view to furthering railroad extension throughout Orsgon and theNorth west Hi visit to Astoria last week was expected, as it is generally be lieved bis eompany is financially in terested ia the construction of the road between that city and Goble. The advisability of building other branch lines in Oregon will, no doubt, be called to Mr. Huntington's atten tion while here, and some new develop ment in railroad building may be looked for soon. Oiboob hs no atate debt But a Isrg number of legitimate claim are being piled up againat ber on account of the conduct of her regular business authorised by the organio law and the various acts of th legislature, and no deubt, interest will finally be paid on aU of them. Still the money, the re sult of the assessment for the payment of these bills, is daily piling up in the treasury, on sccount of the failure of the legislators to direct it to the pur poses for which it wss intended. There is argent demsnd for a special session of the legislature. It is needed to authorise the payment of the stmts' bills, to stop useless expenditure, and to fill th vacant seat in the United Bute senate, to which Oregon entitled. : Th United State senate, by a vote f 41 to 14, ha declared that a stale of war exists in Cuba and that tbs in surgents are entitled to all the rights of belligerents. This vote wss on oeaeorrent resolution, which, to be come affective, nut b concurred in by (be house of representatives. The bouse, however, will not take the mat ter op for several days yet, snd it may or may not be adopted. Should the house concur it would be a great stim ulus to tb struggling Cubans, and no doubt, would be the mean of Drugg ing tb struggle for independence to an end at an early date. The Cubant re hort of arm and ammunition, and th privilege of buying munition of war in this country would place them in condition to parry on aggres sive warfare with their . oppressor, 8pain. Th Cuban have resource with which to buy, and belligerent right would permit them to purobae from the United Bute. When the war materials are obtained they would be able to meet the Spaniards in open warfare. -. - ' 1 Tbi United States supreme court ha handed down a decision whiob virtually annul the civil service rules a practiced by the Cleveland admin istration. A United Bute district at torney ws removed from office in one of tb Southern diet riots. H took the case into court, claiming that as he was appointed for four years, the president had not the power to re move bnt until the expiration of the term for which he bad been appointed. The lower court sustained the presi dent, whereupon an appeal was filed in the supreme court; but the court of last resort did not leee much time in affirming the decision of the lower court. The opinion was rendered by Justice Peckham, who was appointed to the supreme bench during the last half of Cleveland' administration. By this decision it is made clear that the president has undisputed power to dismiss an appointee at bis pleasure, without waiting for the expiration ol a term. - Thus is no point on th Columbia river between th Cascades and As toria that market gardening could not be engaged in successfully. Jt take, at most, but a few hours to reach either Portland or Astoria with fresh vegetable which, in point of quality, cannot be equaled by those sections which, of necessity, must ship a loug distance. Produce raised along this stretch of country is naturally fresh when it reaches msrket and conse quently commend the top price. Freight is cheap on all the steamboats so ttast the price received for the goods would nearly all accrue to the grower, without the necessity oldi riding with the middle men or com mission merchants. The opportunity, w believe, ia here for successful market gardening, and it seems ouly necessary to try the experiment to prove its practicability. Thb populists of Oregon have truly fallen into hard lines of late. In the campaign of last June they were fused J with the free silver republican and in January Chairman Young, of their tat central committee, and Mr. U'Ren, h of stained bold-up memory, fused them with the gold republicans in the mould furnished by Mr. Simon, and now a meeting is to be held in Albany in June at which what is left of the party will be put up at auctipn, with the silver republican leaders and Simon-Corbett representatives a the chief bidders. Truly the decline and fall of tbe populist party has been both rapid and complete, but it is what waa expected of a party whose leaders are political adventurers and unscru pulous demagogues. Oregon City En terprise. ' CURIOUS FACT, Though hostilities between the Turkish and Creek forces hsv been topped, tbe difficulty is far from final settlement. Turkey is afraid to claim all she wants, and tbe power are taking their own time in dealing out her allowance. In the meantime Russia is easting about te see just now large a slice she can gobble up without causing too enou a protest from France and Germany. It is safe te say, however, that Russia will get the lion's share of tbe Greek loss. Tbe murder ef about 100,000 christian in Armenia was of small consequence to the European concert, but when Tur key bas conquered a hostile nation the concert at once exercise itself in the distribution of tbe plunder. Such is life among barbarians. HowxviB opinion may differ a to tbe reality of actual improvement in busineat, tbe figure of bank clear ance should put tb question beyond argument, says tb Astoria a. In crease in nearly every center, and in creases, too, on a fairly satisfactory s, tell tbe story in unmistakable terms that while tbe wheels of pros perity, liket the mill of the gods, may grind slow, they grind, nevertheless, very fine and certain. Unforseen ob stacle nave, from time to time, pro duced an apparent standstill, or even retrogression, but it ha invariably happened that when such obstacle have been overcome a comparison of condition shows that progress wss be ing made even while difficulties were being brushed aside. The diamond has been found on all oetv tlnents nd In altuuat every country in the world. The longest single aren in a stone bridge is ninety-eight and one-halt test, ever the Rialto at yenlce. Careful measurements prove that the average curvature of the earth s 6.88 Inches to the statute mile. In Japanese saws th teeth point toward the handle, ud both saws and planes eut toward tbe workman. The velocity of tbe earth's rotation en Its axis at tbe equator ts 1440 per secoud, or nearly 25,000 miles day, In the bear family th polar bear is the most valuable, the beat skins realising from 130 to $II)Q apiece. Tbe fur Is usually died black and made up Into wraps and ruga. Silver fox skins have become exceedingly rare and bring fancy prices, one speelnisns recently bringing $374. These skins are usually bought np by the Russians and French. .. 1 . A break In the main water pipe tn s street ia Tombstone, Artsona, in November, was found to bavs been caused by the roots of tree, which bad grown around the pipe and orothed it so that it burst. Ia poetry violets are always "bine," nsver purple. But as a matter of fact but half ef the twenty and odd varieties ia the United Stales are blue. The rest are purple, yellow, white, Ulae, and one green. Io many parts of Central and South America sensitive plants are so numerous that the course of s maa or animal through the undergrowth may for an hour be traced by the wilted appearance of the foliage. It ia an extraordinary fart that only two presidents were bora between April snd October. The record by months Is as fol lows i January, 2; February, S; March, April, i; July, 1; August, 1; October, 8 November, 4; December, X. The ordinary American fox skins to the amount of seventy or ninety thousand are annually sold in London at prices varying from SO cents to $40. These skins are great favorites in Eastern coon tries, such ss Turkey, Greece, Russia and Bulgaria. Severe penalties are henceforth to be Im posed by the French government upon all persons found keeping pigeons without license, tbe object being to prevent the promiscuous flying about of pigeons in tbe employ of foreigners or of governments which may some day become hostile. The govern meat is also about to prohibit tbe importation of foreign-bora pigeons into France, even when merely destined for pie purposes. Nowhere in Europe ere landed estates so vast aa in Russia. Striking evidence thereof ts furnished by the will of General Maltaeffof the ciar's army, who bequeathed to his heirs, la addition to other property, no leas thaa twenty-nine mines, fifteen of which are of tbe first importance. They afford employment to more than 60,000 workmen. The only person In Rnssia whoa mining properiies exceed tboeof the Maltxeff estate is M. Slim Detniiloff. Great guns are expensive toy s for a nation to play with. One English authority states that the 110-ton gnn, 16 laches bore, wUI Are ninety-fire ordinary rounds, after which the gun is unfit for further service. Tbe 67-ton gen, 12S Inches bore, will fire 127 reonds. and the 45-ton gen, 12-inch bore, will Or 100 rounds before becoming useless. Tbe cost of tbe British 110 ton gun is 182,500; that ef the 67-too gun is Id 1,500; and that of the IS-tnn gun b 13100. ITS THB CIRCUIT COURT. Present Indications are that man y demo crats will be disappointed In their expecta tion of holding on to fat offices by reason Mr. Cleveland's partisan extensions of tbe civil service rules. Tb Waffs that are being made by some countries about retaliation against the United States because of tbe increased duties in tbe Dlngley tariff bill, will not care anybody. Countries, like individuals, seldom bite off tbeir noses to spite their faces. There is no country on earth that is less depeadsnt upon the products of other countries then tbe United States. Joel Hill vs. James Barr, suit on note jury returned a verdict for defendant. R. W. Clark vs. K. V. Bingham et al: ordered that sheriff execute deed to plain tiff. William Druck vs. M.
