Wbmm three or four selfish political rogues and thirty or forty fools get to gether in a legislature, the people may expect to be ill-served. Whether this remark- applies to the situation at Salem each reader ean judge for him- self. ' Tbi proceedings which have been going on at Salem all these weeks nothing short of a revolution, and strikes at the very foundation oi gov ernraent. If a minority can block tht wheels of a state government they can do the same with the national con great, and who knows where such precedent as that enacted by the revo lutionists at Salem will end. It nothing more nor leas than a band of reckless adventurers holding np the psople and " robbing them in broad daylight. By carefully prepared fig urea it is estimated that a failure to organise the legislature will cost the state 810,000. Thb two weeks which Speaker Beed and the other republican leaders of the boast say is time enough for talk on the new tariff bill seem short, and yet intelligent discussion ean do much in that time. The tariff is an old question, and it is pretty well under stood in its chief (eat area by many democrats as well as republican con gressmen. Bpeed is aa important consideration in the treatment of the tariff bill. It should be pat on the stetats book at the earliest practicable moment, in order to allow the indus tries affected by it to adjust them selves to it as soon as possible. Much of the talk on great measures in con greet is irrelevant, and is thus obstruct ive in effect even when not intention fly so. The speeches on the present oecesion should all be short and pointed. Unhappily, though this re quirement can be enforced in a reason able degree in the house, it can easily be disregarded by the tenste. Thb Review says that Senator Pat terson "thought he was writing a pri vate, confidential letter to a friend, and not a communication to be pub lished, etc." Nothing could be further from the facts. Mr. Patterson was informed of the fact that the people of this county wished to know where he stood upon many of the questions embodied in the resolutions unani mously adopted by the county con vention, and that many men had de clared they would not support him unless he would abide by those reso lutions. They demanded to know of Mr. Patterson before baud what he would do if elected, and the letter pub lished in Thb Mist was written as a guaranty to those people that be would attempt to carry out their wishes. It was sent here to be used to farther Patterson's chances of elee tlon, and upon the strength of that letter Tbi Mist assured its readers of ths candidate's good faith. The letter was in no sense s confidential one and was not so coniidered, for if so bow could it have advanced the inter ests of the candidate, for which pur pose it wss intended? About sll there is to a man is his word, and wbsn he repudiates bis own handwriting hit manhood has certainly depreciated. BBSS ASS SOME FIGURES. Salem Statesman : As the populists are such great fellows to figure, the following table of figures is compiled from official figures in the office of the secretary of state. They are taken from the original tsi rolls of the sev eral counties and show the total amonnt of property on which seven teen populists, including the three nnion-bituetallio members-elect of the legislature, pay taxes. Wlij should these men who are holding np the legislature care whether tares sre high orlowf A failure of this legislature to do its duty would throw sn expense equal to six mills on every dollar of the state's taxable property on the people of ths state. But six mills mors or less is nothing to them. Six hundred mills would have no effect ou them. Yoakum, Baker 750 George Ogle. Clackamas.. 40 Total.. ......14.987 Here we have seventeen men paying taxes annually oa an average assess- ment of $293.35 each. In other words, for ths support of ths state, county and city governments and for schools, roads, etc., these seventeen men esch year pay a total tax of 1124.67, or an average of S7.33 each. Is it any won der these men should hold up legisla tion, thereby piling op tens upon hundreds of thousands of dollars of expense to be paid by the people? WEISS BESP0NS1BIUTT BESTS. Wbsn people writs falsehoods for the pnblio prints they, ss a rule, pre fer not to sign their real name. This was the esse with the person who signed "Minnie Haha" to an article in the News last week. Too cowardly to make himself known, he seeks to dis grace the fair name of that pure and noble historio maid of the forest, Min nie Haha, by attaching her name to s batch of falsehoods, and among other things, says : "Out of the sixty mem bers of the lower house, forty-four are republicans." ' The above statement is either willful snd malicious or the result of ignor ance, for the republicans have not 44 or even 40 members of the house, and consequently have not a quorum. The table as compiled by the secretary of state, which is official, a copy of which before us, shows the house to be made np as follows: Bepublicana, 38 (including Barkley); onion-bimetallic, 3 ; democrats, 4 ; populists, 15. Of this number, Barkley, who is recorded as a republican, deserted that party severs! months ago and stumped the stats for the populist national ticket, so that in fact the republicans have but 37 aid the populists 16 members of the bouse. Thus it will be seen that the republicans are three short of the con stitutional quorum of two-thirds. "Minnie Haha" goes on to ssy that "The populist members are neither under moral or legal obligation to lake np the quarrel in the interest of either crowd, to the prejudice of the other." The above js very trne, yet that is jnst what they have done, to the det riment of the state. Tbey are, how ever, under "moral and legal obliga tion" to be in their seats st roll call ready to proceed ' with -legislation, which they have at all timet refused to do. Tbey are not required or ex pected to take np the quarrel of any faction; but they are expected to take the oath of office (which they have not yet done) and enter upon their duties as legislators. In conclusion we wish to emphasize the fact that the entire republican strength is less than a quorum, and that there has been no time since the beginning of the session that the populists could not have jompleted the organization of the house by having themselves recorded present On them, snd them slone, must rest the burden of the blame. having spent in his unsuccessful raos lor the eenatorthtp. Along with Mr. Dolph, few in the senate ware regarded as superior or mors successful to securing appropriations for their respective states than they were. Mo one will say that Senator Mitchell has not proven himtelt a faithful servant Then, why should we, at this critical junct ure discard a faithful servant Just to ap pease Bcott's personal disliks, for a sup posed injury merely, or pander to Simon's personal political ambition evidently. There is no logical or good reason for such diabolical procedure. Never since the children of Israel refuted the good offices of Hoses, or the Jews crucified Christ, or spurned the love of our Washington, bas so bad faith been shown as is now on exhibi tion by one misrepresentativee and hold uppers at Salem. We, as voicing ths con victions or the country people, put in our protest against those with a ring In their note, (as it were), led to the slaughter house. If a man hat no moral individu ality in this world, then he bas nothing above and beyond everything else. One should not surrender their manhood to a pretender. If done it only shows lack of intelligent design ia ail nature and is an evidence of integration. If we could support our actios! by evi dence er facta, very well, or show a truer way or acknowledge our incapacity. Any thing we aright ssy or do is better than in action. We see words are Impotent to wire the problem. Well, as to the final termination of this jingoism, ws will have to appeal to chance or accident, not wisdom. MATGER ITEMS. J. W. Fossil Journal : The Oregon legisla ture is bad enough, but we believe the Washington legislature is worse. A commission of the latter body it in vestigating rumors of bribery against squire, tne present senator, and Tur ner, the senator-elect. The evidence shows that money flowed like water, and that many a poor populist (the legislature is overwhelmniogly popu list) took advantage of the situation to turn an "honest penny." From the testimony it appears that one of Tur ner's strongett "workert"wat a woman oi eaty virtue, wno would waylay a representative, make an appointment wi!.h him in his or her room, where she would offer bim money and other good things contingent upon his vot ing for Turner. This perhaps, in a measure, explains bow Turner came to gain votes at the rate of about ooe per day.
