Jamee Michael, the Irish wonder, amaahed all the American reoordt for one-hour com petition (paoed) race thia afternoon at tlie first annual national circuit meet ing of the Quill Wheelmen at Manhat tan beach. Twenty -ee Ten mile and l.utio yards atandt to the credit of Xhe foreigner for one hoar, bnt Frank Star buok, of Philadelphia, waa only thirty yarda behind him at the finish, and only for aome bad blundering on the part of bia paoemakera abortly after the fifth mile, would have given Miohael the race of hit life. Portland, Or., Sept 81. Kumorthave aeen afloat for the patt day or two to the effect that work on the Attoria Uoble railroad waa to be atopped for the winter. There have been to many report in regard to thit road that any new one attraota but little attention; but it appear on investigation that thit latest one, while not wholly oor not, it well founded. From the beat information attaina ble, it teem quite oertain that about three-toorth of the men at work on the line are to be laid off today. The three dredge, which have been work ins; nisht and day building the em bankment or grade, aorot the tide- land above Tongue point, will be kept at work; but will work in tne day time only. It wa reported yeaterday that eighteen of the camp on the road have been abandoned, and that there are only eleven left Thia mean the ceaaatlon of work on the greater part of the line on high ground. The reaaon given tor keeping the dredge at work on the tideland i that it is desirable to get the grade built there before next spring, a a high flood might interrupt it The work on the high ground oan be done at any time, and next aummer to better advantage than during the winter, and there need be no trouble about the road being oompleted by next harvett It it laid that the reason tor topping work is the impossibility of securing money to carry it on, on ao oount of the financial situation. The St James' Gazette thit afternoon published a lead ing editorial article headed "A New Triple Alliance." The Gazette points out the menaoing tone of the Conti nental semi-offloial press on the sub ject of Turkey, and says: - "We are openly threatened with a joint hostile European aotion if we in terfere (in Turkey), against the will of the powers, but there it one combina tion which , British statesmanship might effect Two states which have little to gain from Bossia could act with us snd end the tension. The United State and Italy are both un derstood to be friendly to Kussit; nev ertheless, neither is yet too deeply in volved to be able to assume an inde pendent attitude under Btitish inspira tion. "Why should not England, the United Ststea and Italy farm a new dreibund? Plenty of Americans would regard with enthusiasm the speotacle of the union jack and ttau and stripes floating side by tide in the Bosphorou to back their joint demand." ' The Gazette says Italy is all ready to join Egnland if inivted, and conclude that it might be expected the Russian combination would go to pieoet at the mere prospect of a genuine league of peace and the dreibund might lead to a freah grouping of the power and the delivery of the European people from Turkish misrule and the dangerout thraldom into which it is sinking.
