Head, the Portland preaoher, who at tempted to rob an East Portland bank some lime ago, was tried laat week. The madioal fra ternity of Portland, after making an expert examination of Read, decided lie wss of sound mind, bnt the jury took the opposite view. The members of the railroad commission pressed Secretary Kincaid tor a flaal ruling as to whether he would sbide by the de cision of Attorney-Genersl Idleman or reject it, says the Satom Journal. Kinoald said: "I am not ready yet to make a final decision ; It took Mr. Idle man a month to make up his mind and put it in form, snd I am oertainly entitled to reasonable lime to study and digest it. The commissioners in slated upon having a decision within a certain specified time. "No," said Mr. Kincaid, "I will name no special time, bnt will give yon my decision just as soon as my duties will permit me to get ready. If this does not suit, or if I am too slow, of course you have a remedy and can exeroise your own pleasure." A "Lioht" Matter. Another claim which met the objootion at the hands of the secretary of state this quarter, says the Statesman, was that of the eleclrio light company under a oon traot for lighting the state house and prison. It Is said the light company claims its oontraot provides for the fiayment of 60 cents a month for every Ight in the building in the represen tative ball, senate obamber, every whereevery month in the year, snd that ths number cannot be diminished after they are onoe set in place. Secretary Kincaid thinks this is not riiiht: that there ought to be some means of avoiding the expense of unuesd lights from ses sion to session of the legislature and he propoeea to have (he contract fully examined before he allows the bill. Dolman, of this place, has devoted a good deal of time to pomol ogy, and to counteracting the ravages oi irull pests, in the in to rest oi Co lumbia county fruits, Mr. Dolman ad viies the formation of a Pomological Society, having for its principal ob jects the interchange of personal ef forts made and the results obtained in firevenling tne ravages 01 and destroy ng fruit pests, It is proposed that any person man or woman owning or controlling ten or more frnit trees, ma be eligible to membership with out the payment of any fee or dues iherefor.y But every member- will be required, at least once each year, and as much oftener as they may wish, to submit a written paper, or make an oral statement before the society, oi some personal efforts msde and the re sults in preventing and destroying fruit pesu. This will go to the root ol the whole question. Assertions have been made, and beyond doubt are true to some extent, that one or more of the most dangerous of the fruit pests are to be found on other than fruit trees in Oregon. Cutting down in fee led apple trees may, after all, have only a local effect. We want ths bot tom facts from practical working. Rice and the dofenss by Allen k Cleeton, who have appealed the case to the cir cuit court, pending which the defend ants are uuder bonds in ids sum oi 9100 esch to appear before the olrcut court, with Thomas Cooper and Geo. Brinn ss sureties. Suit for Attobhey Fees. Bull wss brought in Justioe Swager's court laat Saturday by one Hitchinga of Portland agsinst John W. Pugh, of this county, to recover 976 alleged to be due W. J. Rice and George E. Davis ss attorney fees. Rice and Davis, separately, and at different times, al leged they had performed services for Pugh in divorce proceedings, and esch bad assigned his claim to Hitohings who, through his attorney, W. J. Rice, brought suit to collect the amount. The case was tried before a jury, aud at different times during its progress, was very Interesting. The jury found a verdiot for plaintiff in the sum of 931, of which Davis was to receive 926 and Rloe 96. Allen 4 Cleeton repra-' sented the defendsnt and W. J. Rioe and George E. Davis the plaintiff. "Captain Paul Webb" navigated the falls at Oregon City last Sunday. This time, however, he did not escape in jury, having fractured his wrist while rolling and tumbliog in bis bsrrel over the rooks before he reaohed the main fall. It look twenty minutes this time to perform the feat, a much longer time than on the former oc casion. We noticed a wagon load of family supplies leaving Mr. Dolman's store for the Nehslem valley this morning. St. Helens is eertainly the beat and most convenient for supplying Neba lem settlers. ORIENTAL WAR ENDED. The Terms of Peace Largely la Japan's Favor. Tiaw-Tsis, April 16. An Imperial edict has been Issued authorizing LI Hang Chang to sign the terms of peace in accordance with the J apanese ultimatum. The indem nity to be paid to Japan Is 1300,000,000. Tbs edict farther outhorises Li Hung Chang to grant possession of ths Liau Ton peninsula south of the 40th degree of latitude, and Formosa to the Japanese; also, to consent to ths opening of Peking and four new ports to commerce, and giving the Japan ese power to open cotton factories and other Industries in Chins. The terms of peace in detail on the most important points are as follows: First The independence of Cores. Second Japan to retain the places she has conquered. Third Japan to retain ths territory east of the Llau river. Fourth The island of Formosa to he ceded permanently to Japan. Fifth The pa) ment of an Indemnity of 1300,000,000.
