It is an undisputed fact that every man has a right to quit work when ever he choose, but it ia none the less fact that having quit he ha not the right to interfere with others who de sire to take hi place. No man lias a right to say what another man shall or shall not do. Whatever else may be said of Pres ident Cleveland it cannot be doubled that he is a loyal American citizen and a man of strong convictions which are free from anarchistic proclivities. He is also endowed with the courage to execute the laws where they are being violated. The man who quite work without any grievance of his own bnt just be cause some agitator asks him to does not deserve to be reinstated. On the contrary his place should bo very promptly given to those who are anx ious to earn a living by labor instead of begging it. The world has no sym pathy for the man who goes so far out of his way to court dissension. It is gratifying to note that during all the clamor and turmoil of the past fe weeks in the labor world Oregon has not lost its head to any great extent. Wrest one ia brongbt to the stern realisation of the fact that because a person is industrious and saving of their earnings, there are always ten persons ready to inflict some injury upon them and cause their downfall, it possible, the spirit of self mainten ance and industry is stricken with a paralyzing thrust. We have to look so further than our own insignificant '' surroundings in order to witness the same prevailing jeopardizing spirit running rampant. There is evidently premium on worthleseness, for such , a term can truthfully be applied to two out of tea of the people of the United States. The peoples party rtate executive committee held a meeting last week and went out of their way to endorse the American Bailway Union and of fered encouragement to that organi sation which is today endeavoring to tear down the most substantial and beneficial institutions in the United Slates. We may again reiterate that the peoples party ia the essence and breeder of disorder i that its very doc- , trine and teaching is anarchy and dis loyalty that its only hope to ever succeed is to encourage disorder and incite people to not, create dissatisfac tion, which would in the end lead to open insurrection. The American Kailway Union by its unreasonable demands sanctioned by the dishonest motives of unscrupulous politicians, nave within the past few weeks cost the United States many millions of dollars besides a number of lives. Our popu list friends have a great deal to say about the hard times, at the same time they wait until conditions are at their worst and add their assistance to the very thing that is at work to destroy our business interests. Bucn is popu . lism. : industry, any justice in a laborer quitting work and then declaring that no one else shall work' Such is the coudition attendant upon the great railroad boycott which has been on for the past month. Men quit work at Pull niao, Illinois, because their employer, through a falling off in business, was compelled to reduce their wage. This was not all. They refused to allow others u work who weia actually in need of employment and were anxious to work. To add to the general eou fusion and disorder, nearly all labor organisations without any grievance with their employers and without hav ing had their wages reduced joined the strikers, with the avowed purpose of so embarrassing , the business interests of the country that the de mands of the Pullman strikers would be acceded. But this result did not and will not come. When a man wil fully quits his employment, without provocation, only to assist a kiudred organisation in riot and plunder, he richly deserves the condemnation which will surely follow. This strike is nonsensical in the extreme, because the wages paid at Pullman were on a parity with wages paid in all other branches of industry and because it did not affect any but those employed in those shops. The countless thous ands who are rioting hel rg ng to other trades had no cause for quilting work. and furlber, the laboring people are the ones who suffer most in the end. No industry can suffer without labor feel the immediate effect. The state militia is all right in its place, but just where that place is ha uot yet beau settled. In Oregon the militia shows off best while engaged in sham battle. In California, on the Fourth, the militia would better have been at some cool seaside resort than at the scene iu Sacramento of actual conflict. The action of the California National Guard on that occasion was a dipgrace to the state and to the na tion, tor bad they done their duly that state would have been saved the shame now thrust upon her by the world, and wouldjit the same time, have had a ten dency to quisll the desl motive disturb ance all over the state, and a good in fluence all over the United States. The one ia dependent upon the other, and to eliminate ode Would result in ruin to both. The number employed and the amount of wages paid depend entirely upon the demand for labors product. Tbe price of labor, in the abstract, always has and always will depend upon consumption. Two things lower the price of labor. U Je is close competition and tbe other is stagnation in btisi ne. The former, with reasonable people, is considered the belter- condi tion of the two, for, while tbe wages will necessarily be low there will also be employment for a great many more people; Ibe latter win be attended not only by low wage but employment for but lew people. Those who disre gard this warning and persist in taking part with a riotous mob in forcibly resisting and obstructing tbe execution of the laws of the United States, or with interfering with tbe functions of the government, or destrovinz or attempting to destroy tbe property belonging to the United States, or under its protection, cannot bo regarded otherwise than as public enemies. Troop employed against such rioters will act with all moderation and forbear ance consistent with the accomplishment of the desired end, but tbe necessities that con front them will not with certainty permit discrimination between guilty participants ton loose wuo are rouigieu wiin ineni iroiu curiosity and without criminal entent. The only safe course, therefore, for those rot actually unlawfully participating is to abide at tbeir homes, or at least not to be found in the neighborhood of riotous assemblages. President Debs, of the American Railway Union, has been arretted and will be tried for conspiracy. The ronrt compelled the Western Union Telegraph company to pro duce copy of the messages sent by Debs to the b ads of the different labor organiza tions in which it is claimed bis instructions were treasonable. The rioting at this place this afternoon culminated in a conflict between the mob and company B. Fifteenth infantry. A number of people were severely injured. The trouble began last night. The rioters kept their work op all night, burning cars and disabling en gines. This morning they burned some Pullman cars. Most of this work was done inside the Illinois state line, and as soon as the state militia arrived the strikers ieered at tbe troops. At 9 o'clock this morning a crowa aatnerea at tne onion aenot. and overturned a number of car and blockaded the track. The sheriff and bu deputies be ing unable to restrain the mob an appeal was made to the federal authorities at Chi cago for assistance. Company a. of tbe Fifteenth infantry wns sent out at once and its presence quieted things for s while and several trains were road up and pulled through. This seemed to anger the mob, and with increased numbers ft passions grew to a irenzy. lue rezuiars were ereeiea with oaths and abuse and volley of sticks and tones were showered anon them. Ilv o'clock fully 5000 rioters were assembled. 1 ney naa been aroused by tbeir leaders to a frenzy that made an encounter with the soldier certain. Several times they rushed upon the troops, but were met with fixed bayonets and driven back. At last, tow- ever, the entire body of strikers made a determined rush toward tbe depot. "Aisk ready, or," was tna command, TROUBLE IN CALIFORNIA. Engineer and Three Privates Killed Near Sacramento. Backamshto. Julv 11. TJnon the arrival of tbe steamer Alameda this morning from Mare Island navy yard conveying the reg ulars tbe anion aenot was taken nossessiou of and Ihe work of clearing the yards and making up trains whs begun. The strikers did not resist the troops, though they were armed with Winchester rifles and had de clared they would use them in keeping posession of the depot. When the regulars arrived tbe mob began to scatter in smaller bands. As soon as possible a train was made up and started for San Fraud co, ac companied by 15 soldiers. As the train pulled ont of the depot an ominous silence prevailed. The strikers were evidently not in a happy mood, and frequently hinted that the train would not reach San Francisco. Such proved the truth. Not long after the train left the depot, word was received here that It bad been fired upon by the strikers and ditched. 1 he strikers had unspiked the rails for a distance 01 about 100 leet and i covered tbeir das:ardlv work with sand.
