Thi flood is receding, the populist pill is getting more bitter and harder to swallow, the country is si ill hopeful that congress will soon adjourn, and circumstances everywhere have a dif ferent complexion. TUB Sentinel man howla very loudly about the republicans carrying the state by "corruption and repeating, bribery and other disgraceful aots." We don't know how the brother got hie information unless he judges the rest of the state by the way the popu lists carried Auburn and Beaver Falls precincts? You evidently speak from experience and personal observation in Auburn precinct. Better wash the tain from your own, garments. Bbst on being an office holder, M, Davison is the incumbent of a neigh- hood postoffioe some place in the back woods ou Upper Bock creek. Sising this fellow up from the exhibition he made of himself in the late campaign, we are convinced be is about in his ele ment, only a little too close to civilxa tioo for absolute aafety. At least that was the verdict of the people of the rountv, and we cannot refrain from complimenting them for their good sense. Tmb Sentinel, populist, says: "By rejecting the initiative and referendum and voting with the republicans the people haven't sense enough to know what laws they want." It is safe to say the people of sense never get it from the Sentinel. The populist plat form class foreign born citizens as "paupers and criminals," while the mouthpiece of that party in this county ays nobody but populists have any sense, uive the calf time and ne will complete . the extermination of his fiat party. lit numerous localities the work of repairing and replacing property that was destroyed, by the recent flood will be vigorously executed. Since the season is so far advanced the work will have to be pushed in order to en able the unfortunate ones to do a sea son's business. The dairy industry has. perhaps, sustained more serious damage than anyone kind of business, and it will be late in the summer be fore the dairies can be operated at the old rate, even ahonld the water con tinue to rapidly fall. For the welfare of the health of the community The Mist wishes to urge the necessity of immediate action on the part of our citizens in regard to the thorough cleaning and disinfecting of back yards. - The accumulated filth and the approach of hot weather forces to mind the danger of pesti lence nd disease, and unless there be much care exercised St. Helens is doomed to be the sickliest spot on the Columbia river, this summer. A few bandfulls of chloride of lime is proba bly the most effective remedy that can be used. By all means try it. Oca populist friends would have people believe that their vote in the state is on the increase. They mis quote the facta. Fierce, fusion candi date for presidential elector two years ago next November received about 85,000 rotes and the other three pop ulist candidates for electors received about 28,000 votes each. While for congress this year the party only polled a little over 20,000 in the state, or a decrease of about e.uuu votes in nineteen months. If this kind of an increase is any consolation to the paily we hope they enjoy it. : A COMmuhity is measured by the character of the people who compose it. Socially and morally speaking the standing of a neighborhood is what it is made to appear to the world by its people. If, perchance, it be made up of law-abiding, industrious citizens, who attend to their own business hon estly and legitimately and let every body else' alone, such its reputation will be before the world. But doubly noticeable is its actions if composed of the more vicious classes who "toil not, neither do they spin." In some com munities are to be found men who employ their time decrying those who attempt to make a living honestly by their energies. It has been said that "out of the p,llness of the heart the mouth speaketh." Consequently the prattle oj such people goes forth as an evidence of their cussed ness, noticed only by those of their own stripe. Coxey"s army is the proper place for such vermin to civilisation. Society has no place for such creatures. Last Friday, iu Portland, the an nual meeting of the Qrecon Pioneers' Association took place. The birth of the Association dates back a good many years, and from outward ap pearances those hardy old pioneers fully enjoy these annual gatherings, where they can again mingle together and talk over the scenes of danger and privation which attended their journey years ag'i, to the then unex plored and uninhabited Pacific North west. But at each meeting of the As sociation year after, there is a ootice . able falling off in the number in at tendance. And SO it will continue until divin providence, shall have claimed ber own. Those who assem bled last week to rejoice in the fruits of tbe patriotic deeds of their earlier lifs in laying tbs foundation of civili sation in this fair stale may be called hence from whenoe ne traveler re turaeth ere another meeting time rolls round. The Oregon Pioneer per formed his work well, and the people of this ctste should da honor to tbtir memory for all time to come. SALARY SYSTEM EXPERIMENT. Th county officers-elect will enter uoon their offluial duties under the salary system one week from next Monday. The salary system has never been tried in Oregon, and at best can not be considered in any other light thun aa an experiment for the present. It may or may not work out to the best interests of the county. It is true the fixed amount of salary is not so large for the clerk and sheriff as the mount of their fees in former times, and it is also true that the service under salary will not be so good. Aside from the regular aulary' provided for the sheriff there are certain emoluments, to which that official is entitled ; but these are few, in number. The la does not provide for any mileage or expense bill for the sberia in search ing for criminals, no pay for serving warrants of arrest, and consequently offers no compensation for efforts to preserve goqd order. This, it is true, is along the line of temporary econ omy. But will the people be satisfied wiih such a service? It may be fc.id that an official, in anticipation of re election, will take great pains to ac commodate the people. It will, perhaps apply dunog the official a first term ot office, but how about it when be shall entered upon his second term with no hones of a third 7 Then he win proo ably confine himself strictly to routine work and care little or nothing aoout accomodating the public. In a public office as well as in mer cantile business if a mau'a income depends upon courteous services rend ered, people are sure to be better satis fied with those serviug them, cut tne salary system has not yet been tried, and if, after a fair trial it proves to be practical, the countv will profit iherby. If, on the other band, it proves unsat isfactory, the people have a chance to say so in time to cause its repeal. Of course no law could ro into effect for two years, or until the expiration of the term of the new ofheere elect, as we said before, it is but an experiment and awaits proof of its good or bad qualities. ' TBS LA WURY EXPLICIT. The law regulating the procedure in the collection of delinquent taxes is very plain so plain that it is easily understood by all classes oi people. The law first provide thnt the tax shall be made out of personal property if such can be found over and above the legal exemption, and in case such cannot be found then real estate is liable for the amount ayseesetL Sec tiou 2816, Hill's code reads as follows : 'If no Denonal property be found where on to levy the warrant, or il that levied u on be not sufficient to satisfy the same, it must be levied upon any real properly oi the person, firm or corporation against arhnm the tax is levied or charred, or sotfl- cicn t (hereof to sa'bfv such warrant, in cluding fees of officer and all expenses of sale and executing the warrant." Section 2830 reads aa follows : "Redemption of anv land sold for state. comity, school, or military taxes may be made at anv time within one year from the date of the certificate of sale, by paying the nurcha-e-uionev and twenty per centum thereon, and all taxes which the purchaser may have pnid thereon, in current gold or silver coin of the United States, or within two vears of the date of the certificate, by paying the purchase-money, with thirty per centum thereon, and all taxes paid by the purchaser in such gold or silver coin. After the expiratiou of two years from date of issue of sheriffs certifi cate, if no redemption shall have been made, the sheriff shall execute to the purchaser a deed of conveyance ; and such deed shall operate to convey a le gal and equitable title to the purchaser. The sheriff shall then take up the cer tificate of sale theretofore issued, and shall file the same with the county clerk, and the same shall be a public record, and the sheriff's deed shall be prima tacie evidence ot tine to tne purchaser. The law is so plain that no man can mistake its meaning. Hence no confuBion need arise there from. OREGON'S POLITICAL COMPLEXION, Some people undertake to create prejudice against the republican party in Oregon, by tbe assertion that the state has always been controled by that party. Oregoti has not always been a republican state. Since the war it has been closely contested be tween the parties, and the democrats have had a very full share of the in nings, in lobs they elected Hon. Jos. S. Smith to congress, and carried the legislature: 1870 they elected L. F. Orover, governor, Mr. Slater to con gress, and a legislature democratic in both branches, that sent Col. Kelley to the senate. In 1872 tbe republi cans carried the legislature and elected tbe senator, but in 1874 tbe democrats again elected Governor Grover and sent Lafayette Lane to congress. In 1876 the democrats had the legislature again, and elected Governor Grover to the senate Secretary Chad wick act ing as governor during the remainder of the term. Again in 1878 the demo erats carried the state, electing lion. W. W. Thayer governor, and a legisla ture that seut Hon. J. H. Slater to the senate. In 1882 the republican won, bnt in 1886, and again in 1890, the democrats elected the governor. The record shows that within twenty-five years the democrats have six times elected the member of congress Messrs. Smith, Slater, LaDow, Nes mith, Lane and Wbiteaker; three times have elected senatorsvMessrs. Kelley, Grover and Slater, and have held the office of governor during the whole period except four years from 1882 to 1886 when Hon. Z. F. Moody was governor. It is far from true, therefore, that Oregon has been uni formly a republican state. Nor has it always elected republican presidential electors. The electoral vote of the state went for Seymour against Grant, nd one of its electoral votes in 1892 went for Weaver against Harrison. Moreover, the vote on electors several times haa been exceedingly close. The Garfield electors in 1880 had a plural ity of only 668 ; and the fight over the electoral vote in 1876 the Hayes-Til-den contest only calls for mention as an incident to prove how closely con tested Oregon has been. The secretary of the treasury, Car lisle, is being severely upbraided for having drafted a augar schedule in the tariff bill in the interest oi the sugar trust without any intention of doing so. The country waits patiently for the secretary to explaiu. Congress has been in session siuos laat Seotember. during which time the people have been wailing patiently for news that something had been done to stimulate business, or to remove the burden of uncertainty now exist ing all over tha United States. The tariff bill has been the main issue be fore that bodv. The doniooratio party has both branches of congress and the executive, and the populist members in sympathy and voting with them for free trade : vet the tarili out is aa tar from final passage as it was when first preseutod by its author, Wilson, sov oral mouth, ago. That donolhjng majority of democrats and populists propose to adjourn in a lew nays witn out leaving any evidence of their prea ence exoenl their names on the pay roll.
