Address nil ioiiinmtilc.ition:i to Editor jrn(in Mint," HU ilclfiM, Oregon.. H.VVI8 UUO'S., t t Jit Editors. tit. Helen, September 22, Uittit '!' proposition nl Sonntor Everett, of Massachusetts, to ullow tho Ciiincso unolbor year itt which to register is right io line with other dilatory meas ures which have been advanced with studied regularity to defeat the pur pose of the exclusion! law and, assist tha Chinees in evading its require. manU. Such a bill should be met by congress with the contempt it merits. Its passage would be a complete back down by the government and it only effect would be to bring upon us the deserved ridicule of other countries, and further intensify the contempt which the Chinese already entertain for our laws. We Bubmit that the passage of this new proposition would be simply a disgraceful display of weakness and cowardice on the part of this government, and protest against it adoption. If It could be shown that the Geary law is unjust or uncon stitutional there would be some escuse for the administration to refuse to en force it, but all efforts to pick a flaw in it have been fruitless. Neither is there any assurance that if the time for registration should be extended any considerable number of Chinese would avail themselves of the oppor tunity to comply with the law. They knew the act was constiutional but sim ply Ignored it with insolent contempt. Jf they doubt the constitutionality of the law why should they impudently sk for more time instead of fighting it? The report that China will retali ate by driving all Americans out of China if this law is enforced, should have no weight in the matter. If we can trade the 110,000 Chinese in this country for the few addle-pated mis-! sionaries over in China, it will be the fcest bargain this country ever made-j We will doubtless macaje to get along without the Chinese, and the mission aries can find plenty of employment right at home. We hope the admin istration will proceed to enforce the law and disregard the protests which are being made by a few sap-headed sentimentalists whose cupidity is their only motive for espousing the cause of the Chinese. If the government has the moral courage to enforce a Jaw let it be displayed in Ibis matter, and let law and justice prevail. Ahotaer report is current to the ef fect that money has been pledged to build the Goble & Astoria road, and that D. K. Warren and Walter Smith will soon return to Astoria with suffi cient resources to push the enterprise to an early completion. Jnst how much foundation there is for the ru mor is hard to determine, but there is probably very little; the source and tenor of the dispatch indicates that it is simply the regular monthly install, meat for September of slerotyped rail road rumors sent out by flighty rain bow chasers or real estate speculators for the purpose of creating sensation and a boom price for some side hill lots which they probably own along '.- the proposed line. The . Columbia river will undoubtedly be paralelled by a railroad sometime but we fail to see the philosophy of bucIi an enterprise at present. With such cheap and easy means of transportation as the Colum bia river affords it is hardly reasonable to suppose that as a matter of specu lation capitalists would see the profit , jn investing three or four millions in a railroad which would be forced to com pete every mile of the way with the cheap steamboat fares of the river. The more reasonable railroad proposi tion would be to build a line through the JSehalem valley where an immense territory rich in natural resources would quickly be developed and where there could not possibly be a prospect for competition. Added to this is the fact that a quarter of a million dollars has been spent on construction work on the valley line and all supplies are now on the ground with which to con . tinue and complete the work. If a profitable investment in railroads is , desired by capital it can be found in the Nehalem valley proposition. An officer, whose services are badly peeded along the Columbia river is a State log scaler. , The gigantic steals : which are systematically perpetrated by men who scale for the mill men have become such a loss to the logger that for the sake of simple justice some action should be taken to give them immunity from the bold-faced robberies of which they arc tho help less victims. This matter has become such a crying evil that immediate ac tion should be taken to suppress it and give the logger a square deal. The present process is to tow a raft to the mill and scale the logs after they are jn the boom. This work is done by an employe of the mill to which the Jogs are sold, and his term of office and Hie amount of his salary depends WgptJ)er ufOH Jiis Ability as a lliitf.j If ho can stop upon a three-thousand foot raft and runke it scalo about one hundred aud soventy-five thousand feet his services are, of course, inval uuble to the mill .man. Ho is, of course, well aware of this fact and governs himself accordingly. After tho raft is in the boom the locacr is completely at the mercy of tho mill man and has nothing to do but accept the mill scale. If the ofllco of stute log sculor could be created tho logger could pay him" five cents a thousand for his service and save about lllieen or twenty cents more thtin they now got for their logs per thousand. By a little concerted action on the part oi the loggers this ofilco could be created and by paying him a little more o the side than the mill men would be wilting to pay, the loggers could ex pect better treatment. Secretary Cusmslk's order to coin the scignioiuge of bullion now in the treasury in order to get money for running expenses of tho government, is one of the results of tho policy which his party advocates and upon which it went into office. The prospective tar iff tinkering has so greatly reduced imports that the falling off in import duties has reached tho lowest point in thirty-five years, with the net result that the daily expenses of the government are now IfliO.OOO more than the receipts. As a last resort Mr. Carlisle has decided to coin the seigniorage in order to meet the de fect. This seigniorage is the govern ment's profit or percentage for coining and is deducted as a toll from ull bull ion brought to the mint for coinage. By the coinage of this bullion nearly ifSj.000,000 will bo added to the circu lating medium, and will be immedi ately put into circulation. Mr. Cleveland is very successful in dictating to his party, but when it comes to dictating whether his new heir should be a boy or a girl he en countered a sharp snag. His little veto wouldn't work. ULCIt ISLAND. We are requested to aive all the coal oil cans for the near future, but ttt do not think we will. Wa will save our money, however, to buy wedding presents. The lust few days of lust week were very tine for hay-making, reminding us of the song of the honey-bee, "When the sun is hot he lingers not, but makes them all alive." Last Sunday it rained all day, and those who had either hay or grain in field did not rest but mado use of that day in the work of necessity saving the crop. The old adagt?, "The better the day the better the deed. Horgren Brothers are still hauling and shipping cedar lumber to I'url land, though times are hard and the market for such articles are dull; yet a first-class article will always com mand some price. Wm. Bremer, who has a homestead on Oak Kan eli creek, about eleven miles west from here, had a piece of wheat that yielded fully forty bushels to the acre . This is extra good for new land without either cultivation or manuring. The wheat was sown last fall and was raked in with a hand rake. The trains are raising havoc with cattle continually along here. One young, red cow, without either mark or brand, was knocked in the head on the morning of the 14th. Wo think it about time that the rail rood com missioners insisted upon enforcing tho railroad companies to fence the track according to law. , Charley Bnmgardner and D. D. Dil linger returned a few days ago from a fishing and bunting trip up the Cow eeman river, where I. S. Bnmgardner and John Schmitka are logging. They report that the boys are doing well and getting in lots of logs; they also report lots of game and the best of fishing. Sydney Dell, one of Portland's fore" most lawyers, tins ueen rusticating in the Jfehalem valley and has found a live man in Vernonia who takes the Daily Oregonian. If Mr. Dell were to come here he would find several live men, and perhaps would be able to find more live men if the subscription price of the Oregonian was not quite out of the reach of the average farmer. We sanction Tub Mist's recommen dation of summoning jurors, which it made editorial mention of in the last number. We believe the same saving could be effectually carried out as re gards assessing. Why not require every person owning property to give, under oath, before his precinct justice, all his assets and liabilities, allowing the board of equalization to set valua tion, etc., the county paying the just ice lor administering the oath. Merrill spent last week in Portland looking after a raft of logs sent up from the Clatskanio. M. O. Bryant and family, tho last of the hop pickers from towu, returned Monday evening. Attorney Geo.E. Davis, of Portland, spent, a couplo of days with his friend Prof. Cleeton, the iirst of the week. Mr. and Mr. E. Hughes and party returned Saturday evening from thuir excursion to the hop Holds near Kelso. It was surprising to see tho large number of uiou and women that left here Monday morning bound for the Oregon City land olVico to file on land in o,io of tho new townships that was just coming in. Whole families were into it. Mr. Smith and family, from the scow, started Monday evening for the Willamette valley in ft covered wagon but rain cowing on made the nisei so slippery the trip was abandoned before tlio mi mm it between here and Mist wi a reached, and the party came back the same evening. Last week's number of tho Chief paid some attention to J. M. Black ford in tho matter of the purchase of an organ for the school house here. Mr. lilacktord does not caro to answer the article farther than to announce that he bought what he considered the best orgau for tho money, and to say with reference to taking the money deposited with Cnpt. Nichols, he asked for it and got it after it had been agreed by the school board that the organ should be sent for. The money was appropriated to the very purpose for which it was raised, and the Chief's organ was not ordered be cause it was uot thought the best for the building where it was to bo used. Last Tuesday being the fifth anni versary of the marriage of Dr. aud Mrs. Hall, some friends devised a scheme to celebrate the occasion, and in order to accommodate a larger number than their house woulif ho'd, Merrill's hall was secured for a gather ing iu the evening. A table had been arranged and spread along one tide of the hull which was covered until the time came for its use. A crowd gath. ered sullieientlo tax the capacity oi the hall, and during the evening were very nicely cnteraincd by the orchestra consisting of Mr. and Mrc. E. C. Black ford, with Messrs. Fabrique and Shrouds. Some games were indulged in by the younger element present which their elders looked on and en joyed while they were reminded of their own early days. About 10 P.M. the tables wero uncovered displaying a tempting assortment of cHke and fruit and fifty or more of the older persons were seated around it and wero served with coffee in addition to what was on the table. During the featinc. Rev. Moore as presiding officer, rone and an nounced what the gathering was for, and gave a very neat address on the necessity of social unity, after which ho announced a few sentiments to be rexponded to by thiwe present, first calling upon Hon. X. Marrill to an swer to "Logtting and lawmaking." Mr. Merrill announced that his ex perience as logger was much more ex tensive than a a lawmaker, but bad tried to do bis best in each enso. G. P. Hull was called on next to respond to "The saw and hatchet in Clatska nie," and did very well, l-riuuiug in ulfo some of the advantages of social gathering. W. S. Miller gav some of his "Impressions of Oregon." Charlie Conyers spoke briefly of "Our Korests." (i. W. Badger, of "The fu ture of Clatskanio." Miss Boyle gave response "The young man for the times," aud mad:; quite a bit describ ing him. Mrs. W. H. Conyers spoke very intelligently and entertaingly on "Our ferns and mosses, while U. Dix on Sr. responded to "Our early strug gles. After those responses Dr. Hail was called for and in a few words thanked the audience, and said his five years of married lifo had been very pleasantly spent, most of them in this plane. Others being in wait ing for refreshments, the tables wore cleared and arranged for them. All those were soon served and tho party dispersed about midnight after listen ing to more music and indulging in an exchange of courtesies. MAINKVILiLE. Mr. Moore, one of Portland's busi- ness men, was here Friday. Prof. Wm. Powell, of Pittsburg, was here Saturday and spoke to the alliance. Rev. Faxon preached here last Sun day, morning and evening. E. S. Faxon opened school Monday morning with a good attendance. Some of tho younger members ef the community decided that it was un fair for their parrenta to attend the alliance while they had nowhere to go so they met Monday night and formed an opposition to the alliance wiih eight members with Harry Sherman as president. There has been a heavy Oregon mist falling the past few days. We sincerely wish it had "mitt" Oregon, as muddy roads in September are not what the doctor ordered. AcIminlHtratrtlx's Notice.
