It seems however, that depositors in the rotten banking institutions of Portland are the lust to receive any consideration at the hands of the banks although they are the only real sufferers and should receive their pro rata out of the bank's assets as fust as such assets are cou verted. It is to be regretted that Judge Shattuck should alow such an order to be railroaded through his court and receive his sauctiou without according creditors of the bauk a hear ing or permmitling them an oppor tunity to proiett sgaint fucli rank m justice. It would seem from these proceedjng that a nian had belter stand in any other position with a Portland bank than in the lkht of a depositor. Columbia county' apportionment of school niouey for tha, coming year is entirely inadequate to the require ment of the county and will come far short of supplying the treasury with sufficient fund's to conduct the schools through another year. Divided equal ly, among the fifty-two districts the amount allowed us by the state treasurer will give each one about f 26. 50, which in some districts will supply the necessary tuad for about three weeks' school. This, also, is a result of the "change" for which the people prayed, yelled and voted. . However, ' we have been given as much a other counties in proportion to the number of pupils, and san only regret circumstances which make it impossi ble for people to pay the interest on state money, thus crippling a fund which is the most important that they receive oat of the stale money. Last year the apportionment was over four thousand dollars which was barely enough to meet expenses of the county school". It is, therefore, painfully evi dent that unless home other resource is discovered the county must either go is debt or do without school. The much boasted and wonderful ''conservatism" of Portland bankers doesn't seem to stand inspection very well. At least the more it is stir red the worse il smells and the recent panic has had the good effect of show ing the real innate rottenness of the Hilegcd banks, and the perfidity and cupidity of seme of the banker who have hitherto stood high in the estima tion of the people as men of resource mid integrity. The thorough airing which the Portland institutions are re ceiving a a result of panic, will have the effect of ventilating certain shady operations which the "conservative" bankers of that town would prefer not to see in print. "There is no great loss without some small gain," and while the loss to many, by reason of the rotten methods of many Portland banker bas been great, the gain will be in the chape of enlightenment re garding the "conservative" business liietlxxla practiced by certain Port land bankers. By the killing of Lient. Nelson the Oregon National Guard has demon strated the fact that it might possibly be able to damage an enemy if one should appear upon our borders. The unquestioned knowledge of this fact is worth something to the people of the state and in a measure mollifies the sorrow which should be felt at the uselet sacrifice of a promising young citizen and able soldier. Secretary Carlisle has ordered that all the gold 'bullion in the treas ury be minted in coins of the denom inations of f 10. 1$ and 92.50. The treasury department possesses about ?90,000,OOaoa of gold bullion which cannot be used as currency, so it has been decided, tq man the mints and start them ruonjng at their fullest . capacity in order to coin, the gold and gat it into circulation. The last act In the great silver drama, which has attracted the undi vided attention ol tiie emiiaeu i was produced in the bonne of repre sentatives Thursduy afternoon, and as the actors withdrew from sight so also, vanished the last hope pi the advo cates of bimetalism and the unres tricted coiuage ' of the white metal. Promptly at noon the speaker com manded order and the different silver bills were considered. The resolution contained in the order of procedure on the silver question wa rvporte-d, pro viding for a vote first upon the free coinage of silver at the present ratio of lti to 1. Bailey, of Texas, asked if, n the eveut of all amendments m eluded In the order being defeated, it would be in order to ofU-r to propose ah additional amendment germane to the subject. The speaker replied that a at present advised he would answer no; that the order provides exhaus tively all that the house may consider, but when the time came to consider the question the gentleman from Texas miclit be heard. McMillan desired to offer an amendment providing for free coinage of the prixluct of American silver mines, but Bland objected, say ing that such a proposition was no free coinage at all. Then the Wilson b 11, repealing the silver-purchase clause of the Siiermao act, was read, and Bland offered his first amendment for free coinage at the ratio of 1(5 to 1, which was defeated bv vote of 13 J to Tin, amid great applause from the antMl- ver men w ho did not expect ao targe a majority. rncomnromismg silver mcu men ot tered a 17 to 1 ratio amendment which was defeated " 100 to 110. On this vote, betide the loss of the populist voles, member of the party witliMd- ing votes, there were several negative votes from those who voted iu favor of a ratio of 18 to 1. An 13 m 1 amendment wa defeated, 105 to 237. The third and last ratio amendment of 2Q to 1 was then otiVred and killed bv a vote of 113 to 222. The amendment to re-enact the Bland-Allison .act wa defeatd 13ti to 213. ' The Wilson repeal hill was then passed ayes 239, naes 110. This practically settles the fate of silver, although the bill has not beeu acted upon by the senate. That body, however, nifly dolav action on the hill but will hardly dara to refuse its pats age, coming as it does from such a rushing defeat in the house, which action is backed up by unmistakable public sentiment, fhe value of the $000,000,000 of silver now iu circula tion will not be uffected by this 1 g islati-m, and will not only continue to circulate but will receive additions from the bullion now stored in the treasury which will be minted for cir culation as fust as it is needed. The steamer did not reach our city Mon day evening owing to low tide, but a small bunt served to transfer passengers between where the boot was landed and the city, some time in the nigiit. Hy the way. the citizens miss the daylight arrival of the steamer, and have no more occasion to eather about the landing at 3 or 4 o'clock in the afternoon Ui s-ee who enme to the city. Very scarcely now, anything draws a crowd in the afternoon except the arrival of the mail. On Saturday evening lat, W. J. Webber, residing on the ridge between Heaver and Ciatskanie, had the misfortune ti have tire destroy his home and considerable of the contents destroyed by fire. Fire was tirst discovered about the Hue by Mrs. Webber, while prearing supper, and she gave the alarm to her husband and boy, who were at work some distance from the house. Mr. Webber used what water was at hand, cheeking the tire somewhat, which gained such headway, however, beforo another supply of water could be had from the spring that he failed to get it under control. What was saved was done through the combined efforts of his wife and mother, while be was fighting the (ire. Both of Mr. Webber's hands were quite badly burned in an effort to get some things that were carried outside, off to' eater distance. The loss is quite severe, but was partly covered by insurance in the State, of Ka lem.fur ttOO, part of which was on the house and part on the furniture. The fam ily now pecupies the Moore bouse.
