These certificate" were purchased iu foreign market and held until heavy interest had accrued and were then presented for redumption in sol J coin This is the reason the gold reserve was Slaughtered and shipped to Europe (ha result is that over $300,000,000, or fnore than $3.25 per capita has been withdrawn from circulation in this pountry. By repealing the Sherman Jaw and authorizing the coinage of all this bullion gohl shipments will stop, interest ou the certificates will cease, a handsome addition will be made to our circulating medium, healthy monetary conditions will take the place of con' traction stringency aiid depression, the pld regime will prevail and things gen erally will soon tjcvelope a tendaucy to assume normal conditions. It must pot be assumed, however, that a repeal of this law will act ss a healing pan acea for all the evils from which thin pountry is just now suffering, for al though it will greatly mitigate and ini prove the situatiou it can only eradi pate the evils for which it is individu ally responsible. This country is iu need of a well defiued tariff policy and the changes demanded by and ex peeled of the administration will have the effect of unsettling values aud de pressing manufacturing interests ai long as the tiuceitainty regardiug it prevails ; therefore the people can con sistently demand of the administra tion an immediate and distinct defini tioa of its attitude on this question which, no matter what position it hall take will have a salutary effect upon the unsettled conditions which now obtain. Wk can now purchase anything we eat, drink, wear or otherwise eujoy with our present silver currency just as readily as with gold-bearing green backs, andean even exchange silver dollars for gold dollars wherever any man happens (o have gqld to use in bis business. What then does the present political hue and cry about the difference between gold and silver mean or amount to? It seems to be a . mere cry of "wolf" to divert attention from tbe real danger arising from the fear of tariff tinkering. Every senator and Representative in congress knows that we now have five hundred million dollars iu silver ready for circulation just the same in vlue when coined as gold if paid out in small quantities. Taking this view of it we fail to see what hinders tbe present silver circu lation from being increased a hundred fold by coining the bullion, which is now on hand and readily accessible in pur own mines, and thus while the government makes a big profit to meet ordinary disbursements, it retires its gold-bearing green-ba,cks in exchange for the improved silver coin, and thus husbands its gtjd for payment of tbe national debt. The present under weight of silver coins should, of course, be redeemed by the government,on de mand, with coins at full weight, as part of the disbursement of the mints earnings for producing the new coins. The enactment of such a law would instantly put a hundred thousand idle miners at work at living wages in pro Curing the precious metal which the present uncertain state of affairs has rendered not worth the digging. a com mittee-of com pelcnt fittiirtcieratb' make ft thorough investigation of the silver question and report to congress, ' CoaB?ii8 has decided to spsnd two whole weeks, squabbling like so many school boys over a few silly rules which shall . govern their proceedings, and making . long wjtidod specbes on subject which could easily bo settled in twenty-four hours. In the mean time tlia country is suffering from the evil effects of silly legislation which has been lorced upon it by the aggre gation of idiots otherwise knowu a represetativea and senators. The pau city of the English language forbids a inet and proper chareutuiUation of such proceedings. Congress was called together for the purpose of en acting laws which would relieve the country of the terible paralysis Iroiii which it is prostrated, and not for the purpose of muting an oratorical dis play before a great array of empty desks aud a few sleepy nagi a. That serene, august aud imposiug coherence of jmbecils entrusted with the govern moot of this country and called con grees, is referred to tbe fact that this country needs more legislation and less wind and is respectfully requested to leave off gobbling like a Ibx'k of geese and get down to business. If Congress does the pr.-per thing it will get to work and repeal the Sher man law and substitute it with another law authorising the free coiuage of A-iierican silver, and the ratio or par ity will not make much difference to long as we have ( len'y of money lodo business with. Existing laws say it is proper to protect the American pro ductions, from which it is inferred that it is proper to protect the Ameri can silver mine from competition with the foreign, and dignify and honor pur own sijver coin by giving it an al lot ed place in our market. Silver we must have under some condition or other, aud the sooner congress decides how we are to have it the quicker it will have established for itself a record for some semblance to an approach to sanity and reason, and get the country out ol the mess it is in. even gold itself has an established value for this same reason. If the farce-comedy titled enforc- ing the Geary law continues much longer people will begin to wonder whether congress or the United States district court is running this country. Portland has had a daily performance of this kind of a show ever since the provisions of the Geary law denying admission to Chinese went into effect on the 6th of last May. Just how much longer this show is going to be kept on the boards will probably be de cided by the number of Chinese who choose to come to this country, whioh is probably legion. Several ship loads of these heathens have come here in open violation of law aud almost with out exception they have succeeded in getting ashore either on forged certifi cates of citizenship or writs of habeas corpus issued out of tbe district court. 0..R. A Cavvas of the populist and free sil ver congressmen discloses the fact that a break in the silver forces has oc cured. The cause o the trouble is that some (if the silver producers qf the west are advocating a compromise measure or a ratio of twenty to one, which the pop ulists claim is an abandonment of the princible for selfish ends. The populist leaders in congress unite in the ver dict that the increased ratio proposed would increase the national debt twenty rive percent; that it would ben efit the silver producers alone without helping farmers or wage-earners by in creasing tbe price of products or wa ges. In consequence of this decision the populists and free silver men will take a firm stand in favor of a sixteen to one ratio believing that sustaining such a ratio would greatly mitigate the losses to their party by the repeal of the Sherman law. Representative JloOreary, of Kentucky, has put bim self on record as favoring the repeal of the purchasing clause of the Sherman act and rooognizing silver by authoriz ing the secretary of the treasury to coin eacl month into standard silver dollars 2,000,000 ounces of the bullion now in the treasury, of which there is pow about 1120,000,000 on hand. Mc 'n.'ry also favors the appointment of This country must have silver. It is tbe poor man's money and the busi ness of the country cannot be tran sacted without it, but congress must decide bow and ia what shape and quantity it is to be furnished us. The Sherman act has proved a failure as a silver law but has undoubtedly saved the country from the effects of worse legislation. It now remains-for con gress to discover the proper place sil ver should occupy in our monetary system and enact such laws as shall keep it in a position to do the least barm while doing the most good and performing uch functions as shall be required of it. Tbe silver question must be quickly settled; our monetary system will be fataly disturbed until il w. Th beat way for tbe friends of sil. ver to help their cause ia by demand ing tbe white metal in payment for all debts and the sale of goods or products. By so doing a demand will bo created for silver and confidence in its useful ness and value as money will be res tored which nothing else could do. The government cannot force silver upon the country. The people must demand silver of the government by patronizing it in preference to other money thus making it absolutely neceesary for the government to furn ish tbe people with silver money and sustaiii-its action in so doing.
