THE OREGON MIST. ficiwciKPrioy, .!.w i-kr ykaji. Bjr. IIki?, Apait ;29, 1K81 tjajwagj-li i tula, ji iu i THt COST OF BAD ROADS. The whole conn try seems to ,Ikt Jiad a grand awakening lately in the j,ntter of good roads, says the Ore giiim,n. Judging from the reports sent jbut by tjie newi-papers, the jmblie ' highways, hi esth locality must be in . wore condition Mum thtue of uny .other. I ilia. been asserted Hint (lie , tinners throughout the Mistdssipli' valley are mUd-bo,uud (hiring many! ,wcks.uf each: year j.that the highway ,nf 5ev Kiul'iuhI ere prclicully im- jiaseable to teams during jntervul all winter; mid ereu front staid, citretul rouimylvnniit and arbitrary IScw .Jer sey coin similar reports. The In from this cause is not confined to the farmer, though it falls heavily upon Lim, nor to (he small trader, who is tlio middleman in .the tralTto in email farm products, nor upon the consumer who is forced to live at hkb price jipou a scuut market. All of these suffer from impassable road during .cue, two or three months during each year, but the loss it not confined to .1 hern. Tb Philadelphia Pcess cites in ibis i-ouuection the fuel that the people of the United plates pay annually 1140, ,000,000 for the maintenance of their )iub.iu sch kjU and estimates that more than 30 per cent, of the pupils entitled to the benefits of the school system are absent on every school day of (he fear. Of these the larger proportion is composed of farmers'" children, whose absence- is due to the iui pa usa ble condition of the country roads. It ' is estimated farther that 1G,0J3,000 farm horses and mules Above the age .of 2 year, ere kept in their stables iu enforced idleness by the deep mud of spring and fail for a peiiod averaging Awonty days each rear at an annual jloss of f 80,000,000, a sum sufficient to. build 16,030 miles of excelleut Telford or Macadam highway. Whenever the farmers in the more jdeawly populated states or communi ties can be made to see some cf these pohits au improvement in country roads will result, ft is only neceary to convince men of a thrifty agricul- i Jural district that bad roads mean' waste i and "loss, while good roads "pro mote econoin", to secure something j more than Sip service in the matter of ; road-making. The trouble iu the past has been that the cost of good -oads,! .calling for a stated sum per mile, bus obscured the greater cost of bad ro ids. The present agitation of the question .will, it is thought, correct this mistake, and there u reason to believe that the movement to secure better roads will make reasonable, if not rapid, progress in communities There this idea has .been developed. THE DEMOCRATIC PROGRAMME. Tony Ifoltner, secretary of the dem jocratic state central committee, says px his Portland Dispatch : ' ' t'ta Minnesota the farmers' alliance leader are preparing to follow the ex ample ot their brethren in Kansas and Nebraska, and uniting with tbu demo crats to defeat the republican candi date for the presidency. The basis talked of for a fusion is to have the democrat support an alliance man for governor, and divide the presi len fial electors, giving five of the nine to the democrats. At the lust eltction in 1800 the democrats polled 85,814, the republicans 88,11 1 and the alliance C8,51 The union, therefore, if car. ried out, would give an anti-republican majority of over CO.OOO." This sounds very nice. Is this the programme in Oregon? Has not this arrangement a familiar clang? It feems to us some such thing bs been tried before. A fution with the al liance is bcing'attempted in nearly till j,lie Southern ftates, and the plan seems to be to fuse all along the line. Bat fclncrily to fuse has been an old ime weakness of minority parties. REPL'BMCAXg shoulJ bear in mind liat Oregon electa two congressmen this Jt:ne, and in November tbe pres- jdenliaj election takes place. It it very important that all' republicans should Tote the republican ticket in June, thereby encouraging a republican victory in November. There ia too jmirh at ntultA tn this onmn.icrn in take up any side- issues, which are bound to fall by the wayside. The ,.i,o.., :. ..n, .....j t. p..VM'V ft . W T mug CD' UIMILCU U tbe democrats fur the peeples' party to 6ecure the electoral vote of several ftates, thereby throwing tbe election of president into the bouse of repre-eenlativea,- which is overwhelmingly democratic, in which case Grovcr Cleveland would be elected president. , We don't believe the protectionists of ' prfK'm will ,.n,i (he;,, influence to any ' such conglomeration. This reports that' ate being spread .broad ove tbe county by tbe peoples' jiariy to ine eoeci toai rroiessor I. J pleelon, candidate for tbe office v ecliool superintendent, bas a home aiead n Clatsrip coQpty, are false and ruslicioua. Mr. Cleeton does not now and never has UelJ a homestead in plaup or any county of this Tub question ban been aked palate ly why Tve Minr does not publish the peoples' party .ticket. Thoeaou is simply thin: Jit the fiM place a narly ticket it an advertisement ; is paid for Hie same as a merchant ad vertises lot good. From our advertis ing column we expect lo receive com pciltfuiou, the same as the farmer re ceives pay .f.ir the products of the soil; it ia our stock in trade; we charge the same rales tu nil for the use of these eolunius and all alike have access) t them who are willing to rcnumcrate us at our regular rates. No : furthei explauatiou is necessary. . ; l ; l' ' . .,7 1.' Tint peoples party of Oregon are cryiiijj out liecause liutes are high Even in the rural counties the taxe of all kiudi range from ) to 2 per cent. But when the valu.itious un considered the taxes sre not high Property is aewssed aT about tine third of its value. Put the assessment up lo what it ought to be, and the tux levy would be small. But in most cases it is these very persons who pay little or no tax that are raising this cry of high taxes" and yet so scriourly object to proper valuations. It isamtis ng to bear some of the democratic organs expose their incon sistency, wlieu they claim that the Judiciary should be nun partisan, and with the next breath denounce the republicans for wanting lo elect the supreme judge from among their number. If the Judiciary is to be uoq partisau what difference does it make who is elected so long as they have the ability. We think our dem ocratic, bretlnrn would hdve bard time to find a more bitter partisan than Judge Bunnell. POLITICAL. Editor Mist: In wriilng to the chairman of the central comniitle. recently, I eaiil that if Mr. Ellis could refute the charge made by the so- called peoples' partr srwikers, we would liKe to near mm at wanner, u .10 m.j .-j. . , of said peoples' party. White I do .lot wish to encumber your columns with persona) explanalions, allow me to briefly say that I have little repect fur any person so biased astobeuiiable or unwilling to see faults when they exist. That there are and have been corrupt practices in bo h parties, all caudid persons wilL I Ibiuk, admit, but though uir opinion and vote is only one acong millions, it is never thclesa this: lliat the principles and general policy of lte republican ariy are best calculated to promote tbr prosperity f uli classes, as a whole, and I firmly believe the protective ixtl- icv to be conducive to the wi Hare of the manufacturer, operative, nd pro ducer alike. Furthermore, if foreigu operatives do come here even 'largrly, they warn lieeome a part of our great body politic they, at once become consumers and immedialely demand the same conditions ttiat are conceded to the' nations, hence the so-called comiielitiou soon turns into a larger development of idle natural resources. In regaid to the ieoples' party disj triue, the few point worthy of an ex periment are copied from liws of re publican states, while the balancr, to gether with the. incendiary mode of advocating them, I-regard as obnox ous and dangerous as the anairbiu! views and expressions oi Schwab , Spies, or Parson. - If our institutions arc at fault, it is on account, of indulgence aud len iency towards such seditiouista.
