Mr. Potter thinks that with the
$140,000,000 expended annually
me united states on schools, ov pei
cent, is lost by the absence of pupils,
and he thinks this is primarily due to
bad roads. He notes the fart that
when election day is preceded by
heavy rain storms, there is so feiious
a falling off of the vote that really the
result is not a full expression of the
people. Again, he figures that the
cost daily of maintaining horses and
mules in this country above the age
of 2 years upon farms amounts to
$4,000,000 per day, and considering
how many of these are kept iu the
stables in the condition of enforced

that in this respect alone the sunt of
$SO,000.000 per year is lost, and his
conclusion is that good roads are a
reces:ity not only for the economical
work of man, but are an adjunct to
civilisation itself.
The problem of making good roads
must be a special study for each par
ticular or separate locality, according
to the nature of tho ground, climate
nd seasons and niateiiuls obtainable;
and without the necessary knowledge,
based on experience and judgment,
good results are not to be exoected.
Work must not be dmij iu any hap
hazard, unmethodical or unscientific
way. So done, il is work wasted.
Special knowledge is an essential
qualification in a supervisor. Here is
a fact to which too little attention is
often paid. The supervisor of a dis
trict should be a man who knows how
to build 'roads. Otherwise be will be
almost useless. It might be a good
plan to have a general supervisor of
roads for each of our counties. This
fflcer might be expected to have
knowledge and skill in road-making.
The duty could perhaps be added to
the office of tile county mrveyor, and
the people then could elect the county
surveyor with a view also to his fit
ness for supervision of the roads of
his county.
With this issue The Mist prints
both sides of the paper at home, hav
ing dispensed with the patent out
side. We have also increased our of
fice force and expect to improve the
paper materially in the future, nnd
will endeavor to give the news in de
tail as far as is obtainable, and also as
fares onr limited means will permit
without catering to any particular
class or association, always claiming
the right to express our -individual
sentiments on political questions snd
either matters of general interest. We
are always ready and willing to accept
communications upon all questions
of public moment from any one who
desires to send litem in. accompanied
by their signatures.

didate for justice of the supreme court,
hits a good recoid in the courts of
the state and the United-. States, his
popular standing and the respect of
his fellow members of the bar. His
reputation as a man is assurance that
lie will be an industrious, painstaking,
fair and honest judge. Oregonian. '
We wish to inform our friend, the
Marion County Democrat, that Judge
Moore , is not the attorney of the
Northern Pacific railroad, nor has he
been for a long time. . Even admit
ting, for the sake of argument, that
he was tb9 railroad's attorney, .that is
only evidence of bis ability and fitness
for supreme judge. Bailroads never
employ poor lawyers to do their work.
