LAW,'' t "" At the criming election Oregon will Vot niulir new plan -tlit! Australian Fallot System wbili, lV I'M atetl nt the last arsuion of the legislature liecanm a law in this state, TUroitgll the Evening Telegram we lire able to give) to our render an explanation of ihe workings of the now syi-tein , which . , cumes direct from Mr. E. W. Bingham, Vvko was largely instrumental in fram ing the new law and one of th most anient workers to secure its passage. All electors slioulj study carefully the rxpliiimtion given beluw: "The new law will nut binder poli ticians or party organizations in ex . .. en-iain; any of their legitimate po litical rights, but does take awuy the. monopoly Uiey have had in mak - lug the nominations and printing and 'distributing the ballou, which they v abused, and it also requite the voting to b conducted in :a room, so thai Volors may cast their ballots with secrecy. The old system made it r fectly easy to see the ticket put into the voter's hand go into tlie box, and tun facilitated bribery and coercion. MAK1SO NOMINATIONS. "Perhau the principal objects aimed at in the recent law were to place all nominees on a fair and eve footing and to compel every elector to vote secretly: therefore the substi tution of the official ballot printed and distributed by the county cleik in each county for the old style or party tickets. In order that a candidate' name shall appear on this official ballot be most be nominated in one f three ways: By some of the pxrty conventions or at a mass meeting rom posed of not less tban ICO electoral or by a paper signed by not l;s tban 250 electors, it the nomination is for some office to be voted for throughout the whole state, or for member of congress; but if it is only' ft county office then fifty electors signing the paper will suffice. In the cute of nominations hv conventions or ma meetings, the chairman and secretary will certify to the nominations under oath. They mast be filed either with i the secretary of state or county clerk ; but these details it is liard.y worth while recapitulating here, as they do not particularly interest the voters. THE OFFICIAL BALLOT. "The County clerk iueach rouniy Will print and distribute there offkial ballots containing the names of all - me canuiaaies ior eacn imice. jury will be printed on two kinds of pner. Those designed to be voted will be printed on a good quality of white paper and will only be obtainable by voters after they have passed within the guard-rail in the polling place on the day of election. The other tiud, styled sample ballots, will bo priuted on colored paper and will be distributed as soon as printed, may be a week before the election, for the informa tion and convenience of voters. They will be duplicate impressions of the white ballot, only differing in the color and quality of the paper on which they are printed. The names of the candidates for each office will be arranged alphabetically under the head of each office so at to present to the eye and mind of each voter all the candidates, and he will be com pelled, in order to vote, to signify his choice by scratching out the names of the candidates be does not wish to vote for. i IS A RADICAL CHAVQB. ''This is, a you see, a radical change from the old system, and it is hoped it will hare the effect of electing cac- didatesiapon tlif ir merits their fit ness for the offices, and with less re gard as to bow they wee nominated. It is thought that fully 90 per cent, of the ballots cast in Oregon at the List election were scratched ) if ), it in dicates that electors were dissatisfied with the nominations made by the regular party contentions. The new form of ballet wiil be a convenience ' rather than otherwise to tliia 90 per cent. The law permits electors to f.take this official colored ballot into Ihe ' polling place and booth, and to use it as a guide in scratching the official ' white ballot, but it requires them to ecraicn ana vote mo wuiic uuiioi nun, absolute secrecy. I WHAT THI VOTER MUST DO. V "On election day, aeuiniiis that each voter has already seen one of ihe 'colored or sample ballots and bus made up his mind bow he wants :o: vote, all he will have to do wilt be to ! go to that polling place that election precinct where lie is entitled to voir and enter the room. It is made un lawful to do any electioneering within fifty feet of any polling place, and he will not be disturbed or insulted as litis of tea been' the case in approach ing tho poll .under the old system, lie will find in the polling place a guard-rail, and the judge and clerks, and the booth or compartment in w hich the ballot to be voted must be scratched within tho guard rail, aiM tlint only the challenger and a few Hieotator are pretent on the. outside of the guard-rail, "II will past within the guard-rail, and on application loune of the clerk will receive one of the while balkita, the clerk having 11 rut taken tho pre caution to tear off a poitiun of the stub at thi top of the ballot. Without leaving the iiiclusure the voter will t lieu be obliged . TO SCRATCH OUT THR NAMES Of tli"HC candidate on the ballot, for each nfliee, for whom he dues no wish to vote, and fold the tiallut in such a way that tho remaiiiinn mr tioii t.f the stub can be readily de tached without any one seeing how In has scratched the ballot. , He wi" then present hia bullot to the chaii man of the judge as tinier the old xysiem and if the judges are satisfied that it ia the identical ballot which In jrist before received from thecleik und thai he ia entitled to Vote at th.il poll iug pluce, his ballot iiiitueiliat.. It go into tin) box, the chairman liavinj; previously detached (he remaining IMirtimi of the stub. This stub i- simply a margin about two inche- wide at the top of the bid nt, ieifiriit so as U facilitate Its removal mid the clerk in issuing the bullot tears off ime-liuU of (he stub and iNMsea it to the chairmull and second clerk, who makes use of the portion trapffto identify the hall.it when il i presented. It is the old principle of Indenture a pliod in Vlectiims io make Mire that the voter is voting the identical ballot given him and liaa scratched il secretly. CAW VOTE BAPtbLY. "As soon as the voter baa seep hit ballot go into t Ira box he ia required to depart. At least ten voter may be engaged in scratching their ball its at the same time, and as fast as they are ready to vole they may prevent them to the chairman. Thus it ia thought voters will nut be ticcupied more than about five minutes in votinif. Eteiv candidate on the Ifiriul ballot lias a i ight to be present etouully or by bis ag'iil, ontiIe of the guard-rail, f nun the time of the iieiiiiig iif the Mills until the C iti it is -m.-tl and the' return certified.
