THE OREGON MIST. irrio. jtao rfii year. 8t. H slims. Jawuaby 8, 1392. War PAT 1MP0KT BUTT. The secretary of egricultrjre, in his annas! report, devotes a paragraph to the midd'oman, and tba extent to which he Is enabled by various condi tions especially prevalent in America, to abtord a large proportion of the ' prices paid by the consumers for farm products, tbue unduly limiting the profile of the farmer. Admitting the difficulty of remedying of thia evil, he points out that a. partial remedy, provide which ia the duty of his de partment, in to keep the farmer tally informed in regard to the market values of his wares. This will, at leant, save him from the penalty of ignor ance and the unscrupulous greed traders, and he concludes by stating that it is his earnest desire and inten tkm to exlead the work ia this direc tion ant3 every farmer in the country may know, before he markets his goods, lust what their value is ia the nearest market The secretary em phasiies the Seine of a greater diversi fication in oar crops to take full ad vantage of onr home market, and says that although noting with satisfaction the effect upon some of our agricultural imports of the present tariff law, it is nevertheless strikingly apparent that many of the agricultural product im ported are such as could and abeuld bs produced in thia country. Tonus is a movement on foot with ' the press of the state in favor of good roads to the interior, from railroad stations and river landings. This is "very important, and no community can expect to develop without having available meant of transportation from the farm to the town. But the mat- " ter should not stop here by any means. It will not benefit the producer but little if be can get to bis market town by a good road, when the rates to sc board from hit shipping point are so exorbitant that be can realise no profit on bis crop. -. In the language of holy writ, the one should be done and the other not left undone. Good roads should be constructed to the remoteet part of every county, and the water ways of the state freed from every ob struction. By soch means ths resources of the commonwealth will be developed, and an era of advancement inaug urated which will place this country ia the position she is destined to occupy. Times-Mountaineer. A large number of the eonntry papers throughout the state have is sued large New Years editions. Those so far which have reached this office are Oregon City Enterprise, Yamhill Beporter, Hillsboro Independent and Salem Statesman. The Statesman ia far in the lead of all others, and does the state capital and the proprietors of the paper great credit. Second to the Statesman is the Enterprise, which is beyond question the finest sheet ever sent out from Clackamas county. The Oregonian, with its large editioa, which will appear about January 14, will, of course eclipse all others, from the fact only, that it has so much larger field, and so many more re soarees of wealth to work from. Therx are 72300 pounds of pennies encumbering the vaults of the sob treasury.;; This is more than tbirtysix tons, and the coins are still aceomlat ing. There are 10,400 bags, weighing seven pounds each. The accumulation is partly the result of the . general es tablishment of the penny slot machines. The headquarters of the companies owning these machines is ia New York, and all the pennies are therefore sent there when the agents make their returns. The companies thereupon unload them upon the sub-treasury, The treasury department will send these pennies to be distributed among the country banks. WASHINGTON LETTER. - APIARY GLEANINGS. . O., Jan. 1, 1833. The preeidcut'i official Mew Year recep tioa was one of the most brilliant and largely attended ever held. The new dee- orated White boos adding no tittle to tb brightness which pervaded everything. Them receptions always attract a large crowd, arid from thorn who take part in them, for at no other place can so many celebrities be seen st on time. Ths tioa began at tl o'clock the carriages going in at the east and oat at the west gala, and pas-ins; through a lana of eloaely packed spectators, extending nearly a square from each gala. First cam Vice Frteident Morton and the cabinet, headed by Becretary Blane; then the diplomatic corps, all ot the foreign minister and attaches wearing the uniforms ot their rank and their brtaat covered with decoration be towed upon them by their own or other government. The supreme court and other United 8tate court Judges rams next followed by senator and represr.ati lives in congresses-minister and ex-member of the state cabinet Then cam the bril.'iantiy uniformed officer f the army, navy and murine corps, W lowed by officials only a grade or two below members of the cabinet. Nest caina the grissled face of the associated wterans of ths Mexican war, closely followed by the O rand Army of the Repubie, the loyal legion. and the oldest inhabitant assoiatibo of the District of Columbia. Thereat of the time uu'.iU 1 o'clock was taken ap by plain everyday dtiaena, who wbbed to extend ths coarteete of the dsy to our chief magistrate. ' Vic President Morton left as toon a be had been received by the president for hi owa residence, where a reception began at 12 o'clock that was aa near a duplicate of thee at the White hoot ss the atten dance of al! the same psopl could make it. In spit of all stories to the contrary Gen. Meboa A. Mite, aya, and h certainly knows, that he did not eome to Washington nnder official orders, snd that It wss tb marriage of Mia Rachel Sherman, a cousin of his wife, which brought him and Mra. Miles here 6om extra enterprising purveyor of sensational new had assigned General Mile to the command of an army that was being made ready to invade Chili. General Horace Porter, the popular New York orator, who cams over to attend the wedding of Mis Rachel Sherman, is one of these who do not hesitate to apeak in favor ot a foreign war. He said : "I scarcely look for s war with Chili, although 1 think a lit Us brush with an outsider would be a good hing for the United Btstes. Patriotism becomes stagnant by too long an epoch of peace. I rather regret that we did not ad minister a thrashing to Italy." The Schedule of articles embraced in the reciprocity treaty with Great Britain for the Britisb West Indies wss made public this week and it ia regarded with mingled praise and wonder. Praia because of the benefits certain to accrue the reform to our farmers sad manufacturers, aud wonder that England should have been persuaded to give n so much of ths trade she has practically monopolised for many years. On of the eommiuionera, on the part of the colonies, who negotiated the treaty, said that England never did anytbinc more un- iuingty than ootborizing the the negotia tion of this treaty, bat it waa recognized that the American market waa absolutely necessary to the colonies, and that It would be dosed to them unless satisfactory con cessions were made. , Becretary Elkin took formal charge of the war department yesterday, and his oOc waa crowded all day with friends who called to tender their congratulation. The democratic members of the bouse are beginning to realise that they have been in dulging in soma wild talk about making wholesale reductions ia ths annual appro priations, snd they are already hedging on that subject. It is an easy matter for an) body to criticise ths total amount appro priated by the last congress and to call it extravagance, but up to thia timea one of them have been able to point out one single instance ia which money was appropriated J where it was not needed or where tl was appropriated for which ths government win not get 100 cents to value. And if the democratic house, in it anxiety to make a showing of economy, shall dare to attempt to cripple any branch of the government service by withholding necessary appropria tion it party will pay dearly for the nig gardly policy. The people of this country do not object to liberal appropriations, so long aa they knuw that they are receiving foil value for the money spent Reciprocity treaties with Guatemala and Salvador have been signed by Becretary Blaine. Karros Osseo Mist Sir; W are In doubt a to whether the rail road from Goble to Astoria, if ever built, will five the relief and satisfaction to those people they So ranch desire and are worthy of. While their liberality ia oonimenaaMe. there Is grave doubt as to whether thia road I )nt what Astoria and the state of Oregon can afford. Th principal seaport on the PaciHo have direct transcontinental linea, ssv Astoria. the port above, sad beyond all others, most deserving, hacked by th best state on the coast. And bow, to give ourselves away for a road which will be entirely nnder the control ot the Northern Pacific, and tribu tary to Tacoma. is not wis policy ; in fact th lumber and fish now shipped at Astoria sill all go via Tacoma. As a proof, th Northern Pacific now has mors shipping point ia Oregon than they use, or want Portland, Vulambia Wty, Hunter's Point. Goble, Coffla Rock and Kalama with Astoria added, we had ss well sell out. A s reminder; when the Tacoma branch f ths Northern Pacific was built to Port land, eight years ago. we gave to th North era Pacific company all tb land they asked for, 1500 feet of river front and twenty acre for a aid track and depot grounds. Fine that time we have not sold a town lot; before that we could and did sell readily, lots at 1100 to S30O each. Thia is costly experience, and w hope It may not be duplicated upon our people. What Astoria and th commerce of Ore gon demand la a railroad directly through the interior toconnectPortland and Astoria with the Union Psrifie company, tb Southern Pacific company and th North era Pacific company. When thia it com pleted th product of Oregon, th timber, coal and iron of Nebalem and Carico val leys, wilt largely be shipped st Astoria and Portland, notwithstanding the Union Pa cific and Northern Pacific would with it otherwise. ' In conclusion, w wish to say this, tb sulddai strifs existing between Portland and Astoria, is a damage to tb state. With a proper understanding and under taking with the people of Portland and with the manager of trunk lines, a railroad could and would be built to Astoria direct, developing th interior within on year. Better how the whdom of our neighboring tatea; build onr railroad, open onr rivers and take our place with the commercial world. Until tbat event will be looked upon as Btasabrained. D. W.
