He may have to give up these be is already reported to have received from European gov ernments. Josephus Daniels, Secre tary of the Navy, now abroad, may not be permitted to enter the British knighthood. All these prohibitions are dependent upon the completion of ratification of a constitutional amendment pending for more than 100 years. Senator Gore, the blind senator from Oklahoma, recently resurrected from a heap of ancient end musty archives a copy of the amendment which for many years was popularly supposed to be part of America's basic law, repriving any American of citizenship for receiving or retaining a title or gift from a for eign prince or power. Aristocratic Titles Sought, Senator Gore issued this state ment: ''It has been admitted with befitting fanfare that this war has been waged In behalf of world demo cracy. The star of democracy is now in the ascendant and happily promis es to remain so in perpetuity. Some of our Democrats, however, have be trayed an overweening desire for the titles and trappings and spangles of cristocracy. If rumor speaks true, we are to have our Sirs Tom, Dick and Htrry. We aro to have our Sir Jacks and our Sir Josephuscs. "The framers of the Constitution provided that no person holding of fice of trust or honor In the t'nited States could accept any title of nobility from any king, prince or for eign state without the consent of Congress. Congress in a yielding mood, emulated the party, who, vow ing that she would never consent, consented, and passed a law permit ting the acceptance of titles. An ef fort was made to repeal this law without success. Amendment in 1800 Failed. "In 1S09 and 1810 Congress came to regard the constitutional provision as too lax and sought to remedy it by submitting a constitutional amend ment prohibiting any citizen froc accepting any title of nobility or honor either with or without the con sent of Congress. There were onlv five votes in the Senate and only three votes in the House against the submission of this amendment. It failed of ratification at the time by only one state. I mieht say. bv onlv half of one state, as the Senate of South Carolina ratified the amend ment, but the House failed to do so It was popularly supposed at the time that the amendment had been duly ratified. The school text-books for a third of a century printed it is the thirteenth amendment. The Fifteen th Congress appointed a commit toe to investigate the mutter. Tills amendmeut is still pending before the states, and is still subject to rati fication. It seems to me that Its ratification would bo a fitting cele bration to the triumph of the world wide democracy." Thepr o posed amendment referred to by Senator Gore says: "If any citizen of the I'nlted States shall accept, claim, receive or retain any title of nobility or honor, or shall without the consent of Con gress accept and retain any present, pension, office or emolument of any kind whatovor from any emperor, king, prince or foreign power, such person shall cease to be a citizen of the United States r.nd shall be inca pable of holding rny office of trust or profit under them or either of them." ArvliHURel Casualties . Since landing on the Archnngel front ltst September the Americans have suffered 628 casualties. Of these 196 were fatalities, there hav ing died of disease or been killed nine officers and 187 men.
