If the 191b certificate has blank spares Just put the certificate away without filling it with 1919 stamps. The same Thrift Stamps and Thrift Cards are used itila year and when the Thrift Card holding 16 stamps Is filed It will be exchanged for the 1919 War Saving- Stamp on pay ment of the additional cents which represent the difference between the price of the War Savings Stamp an t $4, the value of the 16 Thrift Stamp!'.
