The said Water Commission shall have power to provide, con struct, furnish and maintain for suld City a complete water system, and have control and charge of the same, and do all things necessary to carry Into effect the provisions of this Chapter. Sec. 103.- The Common Council shall have power, and is hereby au thorized, whenever it may deem it expedient to establish or alter the grades, and to Improve any street or alley or parts thereof, now or here after laid out or established within the corporate -limits of the City; to determine the character, kind and extent of such improvement; to levy v and collect assessments upon all lots and parts of lots and parcels of land J.
